Description
Request for Quotation Aircraft Generator power Units This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F8A2HM6195AW01 and is hereby issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-89 (15 Aug 2016). This acquisition is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) is 335312, Motor and Generator Manufacturing is applicable. The Small Business Size Standard is 1,250 employees. The successful offeror shall provide the following Contract Line Item Numbers (CLINs): CLIN 0001 QTY: (2) each - aircraft power generation units for installation in Building 662, Composite Aircraft Maintenance Hangar. Units must be capable of 3-phase, 400 Hz, 115 VAC and 28 VDC to power MC-130P and HH-60G aircraft with a capacity of 90 kVA. One (1) unit must have single AC/DC output to support a single MC-130P; one (1) unit must have dual AC/DC output to support dual HH-60G aircraft at the same time. Contractor must deliver and connect units to existing electrical outlets within the hangar. Performance specifications: -Unit 1: 1x 3-phase 60Hz 480 VAC Input, 1x 3-phase 400 Hz 115 VAC output, 1x 28 VDC output, 1x 20-foot AC cable, 1x 20-foot DC capble, 90 kVA total output. -Unit 2: 1x 3-phase 60 Hz 480 VAC input, 2x 3-phase 400 Hz 115 VAC output, 2x 28 VDC output, 2x 20-foot AC cable, 2x 20-foot DC cable, 90 kVA total output. Dimensions NTE 4-feet deep by 6-feet wide by 4-feet height. Solid State is required. There is no requirement for the units to be mobile. **Contract will be awarded based on Lowest-Price Technically Acceptable** All material procured under this requirement shall be delivered to the CALIFORNIA AIR NATIONAL GUARD CANTONMENT AREA, Moffett Field, CA 94035 no later than 45 Days ADC. (End of Provision) 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JUN 2016) a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
