- DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs is contemplating issuing a solicitation resulting in award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts set aside for Service Disabled Veteran-Owned Small Businesses to provide enterprise wide support in the task areas below. The purpose of this Sources Sought Notice is to gather market information and capability statements pertinent for acquisition planning. The responses to this Sources Sought Notice will enable the Contracting Officer to determine the most appropriate method of procuring these services and identify parties having interest and resources to support this requirement. ANTICIPATED TASK AREAS: "Program/Project Management; "Training; "Administrative Services; "Studies/Surveys; "Conference, Events, and Tradeshow Planning Services; "Integrated Consulting Services; "Data Analysis; "Process Improvement; "Corporate Analysis and Evaluation; "Business Process Reengineering; "Change Management and Transition; "Strategic Planning and Performance Measurement; "Management Analysis; "Quality Management; "Statistical and Actuarial Analysis; "Data Governance; "Future Concept Development; "Information and Records Management; "Acquisition Management Support "Advertising Services; "Public Relations Services/Outreach; "Web Based Marketing Services; "Video/Film Production; "Product Development; "Graphics Design; "Media Development; "Community Partnership & Relationship Management; "Metrics of Success; "Media Buying; and "Financial and Business Performance Auditing. ANTICIPATED LABOR CATEGORIES: The Government anticipates the contracts may require some of the following labor categories: Principal, Project Manager, Management Analyst, Budget Analyst, Strategic Planner, Quality Management Specialist, Facilitator, Business Process Engineer, Trainer, Information Technology Specialist, Graphic Artist, Researcher, Editor, Subject Matter Expert, Change Management Specialist, Administrative Support, Acquisition Management Specialist, and other labor categories that categorically pertain to the following task areas, with the following prefixes to indicate seniority/degree of experience, as may be appropriate: Executive, Senior, Mid-Level, and Junior. SUBMISSION INSTRUCTIONS: THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought Notice does not constitute a request for proposals. Submission of any information in response to this Sources Sought Notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses to this Sources Sought Notice are restricted to service disabled veteran owned small businesses (SDVOSB). If your organization has the potential capacity to perform these contract services, please respond to this Sources Sought as follows: A.Cover Sheet - 1 page 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Type of small business. 4. If applicable, GSA contract number, schedule, and SIN category. B.Capabilities Statement and Market Information - no more than 15 pages Please respond to the following questions by providing a capabilities statement and market information: 1.Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements in the above listed task areas. 2.Please describe your experience with responding to task order proposal requests with short deadlines (1-2 weeks) to include submission of technical and price data. Specifically, what processes do you have in place to submit a timely and quality proposal? 3.Please describe your experience with successfully completing critical, high-visibility tasks from a federal Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, and ensure deadlines were met? 4.In addition to the labor categories listed in the requirement description, what other labor categories might satisfy the task areas? 5.The Government intends on dividing the listed task areas into task groups. Do you have any recommendations for specific task groupings? (Please provide rationale.) 6.Are there any other task areas that you might recommend? 7.Please provide any other feedback or suggestions that you deem appropriate.
