Description
NOTICE TYPE: PRESOLICITATION NOTICE The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Park Bio Services, LLC. at 154 Center Street, Groveland, MA 01834 for the purchase of "Isolators for Gnotobiotic Research Animals" for use by the Comparative Medicine Branch - Quality Assurance Laboratory at NIEHS. The North American Industry Classification System (NAICS) Code is 423490 with a size standard of 150 Employees. THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This notice of intent is NOT a request for competitive proposals. It has been determined that Park Bio Services is the only known responsible source capable of providing the required supplies and no other supplies will satisfy the agency's requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The purpose of this acquisition is to acquire additional six-foot, double-tiered (2 isolators stacked), semi-rigid (all walls solid except front panel) isolators to house Gnotobiotic research mice. Gnotobiotic animals are either germ-free (possess no known microorganisms such as bacteria or viruses) or defined-flora (possess a limited and known bacterial flora). Gnotobiotic mice must be maintained in isolators, otherwise they will become contaminated with other microorganisms present in the environment. NIEHS currently owns 3 isolators to house gnotobiotic mice that were manufactured and are currently serviced by Park Bio Services. For research consistency and continued consistency in the servicing of these isolators, NIEHS requires the same equipment. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received by September 21, 2016, at 12pm EST. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. If no affirmative responses are received by the date and time specified, an award will be made to Park Bio Services, a small business.
