Description
JOHN DAY EMERGENCY GANTRY CRANE On 12 July 2016 a pre-solicitation conference and webinar was held. Potential offerors had the opportunity to review a draft copy of the plans and specifications and ask questions of the technical team. The formal solicitation is anticipated to be released on or about 20 September 2016. A site visit will be held on 12 OCTOBER 2016 at 10:00. Please see provision 52.236-27 for information on attending. This work consists of replacing the existing 340 Ton Emergency Gantry crane with a new 585 Ton Emergency Gantry Crane at the John Day Lock and Dam Project located near Rufus, Oregon. The Emergency Gantry Crane provides for the simultaneous closure of three intake gates of a generating unit against unbalanced head in case of a runaway turbine or failed unit head cover. The crane also provides a secondary function for handling intake gates and bulkheads as required for unit maintenance on any of the 16 main generating units. The contractor shall design, manufacture, install, test, and commission the new emergency crane on both primary shore power and emergency diesel generator power. The new emergency crane must be fully commissioned and operational prior to demolition of the existing emergency crane. The work shall include the removal of the existing emergency crane which is known to have asbestos containing material and lead based paint. Included in this work is the replacement of the existing 3 conductor electrical power supply with a new 4 wire overhead conductor system. New conductor poles shall be provided and installed by the contractor. Temporary 4-wire collectors will be required on the existing Emergency Gantry Crane. A temporary terminus will be required on the new 4 wire overhead conductor system to allow new emergency crane construction. The temporary terminus shall be on the unit 18 side of the expansion joint between units 17 and 18. Included with the new 4 wire overhead conductor system is the replacement of the powerhouse intake deck lighting, including cable and conduit installation, and relocation of trolley line grounding switch. Work includes the replacement of the 3 wire collectors on the Submerged Traveling Screen (STS) Gantry Crane with 4 wire collectors. Known Constraints: 1. At no time during the project shall the powerhouse be without an operational Emergency Gantry Crane. The Corps of Engineers will ensure operability of the existing emergency crane and STS Crane generators. The purpose of the diesel generator is for short term backup power to the crane while the primary power off the four wire overhead conductor system is unavailable. The duration which the Emergency Gantry Crane can operate on emergency generator power will be limited to one week. If power from an overhead conductor system is unavailable for longer than one week total duration for the job, the contractor must supply fuel to both cranes until overhead conductor power is restored. The Emergency Gantry Crane capacity is approximately 400 gallons and the STS crane capacity is 800 gallons. 2. The installation of the new 4 wire overhead conductor system will require Bonneville Power Administration (BPA) transmission line outages which will require coordination between the contractor and the Corps of Engineers. a. A minimum of four transmission line outages will be require for installation of poles near the GSU transformers. Outages are currently scheduled for the dates below, but may shift between now and August 2017. The windows may be revised, but the durations will not be changed. If the windows are revised, the Government will provide at least 30 days advance notice. i. Transmission Line 1: 22 January 2018 - 02 March 2018 ii. Transmission Line 2: 02 October 2017 - 13 October 2017 iii. Transmission Line 3: 11 September 2017 - 22 September 2017 iv. Transmission Line 4: 04 December 2017 - 12 January 2018 b. Additional outages may be required to remove the existing 3 wire overhead conductor poles in the vicinity of the GSU transformers. Outages of the BPA transmission lines may take months to coordinate. If outages are required, Transmission Line 1 and Transmission Line 4 must only occur during the IWWW, on or after 01 December 2017 and ending by 02 March 2018. c. Install Four Wire Overhead Conductor System shall be completed by 02 March 2018 from the temporary terminus on unit 18 to the south end of the powerhouse. Installation of the remaining Four Wire Overhead Conductor System from the temporary terminus to the North end of the powerhouse shall be completed prior to new Emergency Gantry Crane Testing. d. Installation of new four wire overhead conductor poles and/or running conductors may require a safe clearance outage on the existing three wire overhead conductor system. If outages are required, each outage must be no more than one week. During these outages, the existing Emergency Gantry Crane and STS Crane will be operated using Emergency Diesel Generators. If an outage extends more than one week, the Contractor will be required to supply fuel for the emergency generators. 3. Demolition of the existing 340 Ton Emergency Gantry Crane must start no earlier than 03 January 2019 and conclude no later than 24 January 2019. The demolition must occur on the Oregon (southern) end of the dam to provide the new emergency crane full access to the operating units. During demolition the Submerged Traveling Screen (STS) Crane will be blocked by the emergency crane being demolished. The STS Crane is used by John Day Project to conduct work on submerged traveling screens during the IWWW, and the new emergency crane must be completely removed to unblock the STS Crane no later than 24 January 2019. 4. Access During the construction and demolition phases of the work, road access across the top deck of the dam must be maintained. a. Road closure requests must be coordinated with the COR and Operations. b. For longer term road closures, through access may be limited to the start, middle, and end of the work day. c. At the end of the Contractor's work day the road access must be passable. d. Operation of the Emergency Gantry Crane may require immediate removal of any interferences. This solicitation will use a FAR Part 15.101-1 Best Value Tradeoff Process. Acquisition will provide for Full and Open Competition and while this will be an Unrestricted Procurement, as part of the Tradeoff Process a Small Business Participation Plan (SBPP) will be required and evaluated. The SBPP plan will need to mirror the subcontracting plan that will be required of large business offerors.
