PLEASE NOTE THE CHANGE IN SOLICITATION NUMBER FROM FA8751-16-R-0029 TO FA8751-16-B-0004 TO ACCURATELY REFLECT THAT THIS IS AN INVITATION FOR BID. BIDS ARE DUE 26 SEPTEMBER 2016. PLEASE SEE ATTACHED BID DOCUMENTS AND TAKE NOTE OF THE SITE VISIT INFORMATION *** The Contractor shall furnish all labor, equipment, devices, and materials and perform all work required to complete the project. This acquisition includes, but is not limited to, these 7 principal features. 1. Installation of combination mass notification/emergency communication and addressable fire alarm and detection panels. 2. Fire alarm system initiating devices. 3. Fire alarm system signaling devices. 4. Mass notification system signaling devices. 5. Fire alarm and mass notification system wiring. 6. Removal of existing fire alarm and detection systems (panels, components, wiring, etc.). 7, Installation of wide area mass notification system. Work will be performed in accordance with the Technical Specifications and drawings for Repair Fire Alarm System, dated 14 April 2011. This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 238210 with an associated small business size standard of $15,000,000 average annual revenue. The estimated magnitude of construction is between $500,000 and $1,000,000. Bidders must have the capability to provide payment and performance bonding in the amount of its bid. Questions and comments are welcome and must be sent to the Contract Specialist Brooke Hoffman at Brooke.Hoffman@us.af.mil. The Invitation for Bid (IFB) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-16-R-0029 on or about 25 Aug 2016. Bids will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder's bids shall be ranked according to price. Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB. Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP) Interested vendors may register their contact information at the Federal Business Opportunities website under this notice. The list will be available online and is to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM)- www.SAM.gov.
