Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Firm Fixed Price contract to Royal Communications International, Inc. 3135Coachman Ct, Oceanside, CA 92056 for "Unlimited License agreement to install G849 DVP-200 interface option into USCG owned Micom 3T radios" in accordance with the format in FAR Subpart 13.5, as supplemented with additional information in this notice. This notice is not a request for competitive solicitation of offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Royal Communications International, Inc. is the sole distributor of Mobat/Micom SSB products in the United States. RESPONSES: Interested offerors should provide the following information: company name, address, point of contact, telephone number, email address, business size and small business status (such as disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Veteran Owned.) Please submit responses to Debra W. Smith, Contract Specialist via email, debra.w.smith@uscg.mil 2:00PM (EST) on September 23, 2016. Ms. Smith is the main POC for all inquiries regarding this action and can be reached at (757) 483-8440. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the government to: debra.w.smith@uscg.mil with solicitation number referenced in the subject line. The following is a list of requirement items: G849 VP Option License to the United States Coast Guard to enable full compatibility of the MICOM 3T with the DVP-200 encryption device. Option shall be able to be enabled on individual MICOM 3Ts using PC, programming software (FVN 4841), and the software and radio service programming interface cable (P/N: 0102703K65). Ten (10) copies of the G849 VP Option license and any required programming software shall be delivered to the USCG on CD-ROMs.
