- Brand Name Justification Word version of combined synopsis/solicitation for pricing table. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. This is a brand name acquisition for Oracle University Certified training supported by the attached J&A. The Point of Contact is Capt James Shaw. He can be reached at james.shaw.18@us.af.mil or 210-565-4232. A due date for offers will be 12:00pm, central time, 20 Sep 16. Offers may be emailed to james.shaw.18@us.af.mil, reference the solicitation number. All contractors must be registered in the Department of Defense Central Contractor Registration Database prior to any contract award. All responsible sources may submit a quotation which, if timely received, shall be considered by this agency. This solicitation will be posted on the Electronic Posting System (EPS) Internet website only. Follow the instructions in FAR 52.212-1 Instructions to Offerors -Commercial Items to complete your proposal. FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical •- Include a package that addresses the following aspects of the requirement: •o Communication and coordination with the Government •o Approach to establishing the training schedule •o Sequencing and philosophy of course selection •o Methods to ensure quality and effectiveness •o Description, location and availability of local training facility •- Include the qualifications of the Project Management team with your submission. (ii) Price **See the attached Word version of the solicitation for the pricing table.** * Instructor-Led Private Training Classes (FFP) - The unit price is based on the price per day of training. The sub-total will be the unit price multiplied by the anticipated number of days of training. ** Project Management (FFP) - The price is based on fulfillment of PWS paragraph 3.4 to manage the training curriculum and schedule for the 2 year period of performance. *** Travel (Cost) - This is a cost reimbursable CLIN. Use the number of classes and offerings to determine your proposed expenses. Travel shall be in accordance with the Joint Travel Regulations (JTR) and the Performance Work Statement. **** Learning Subscriptions (FFP) - Learning subscriptions shall be based on "lots," five subscriptions per "lot." The anticipated number of single subscriptions is 50 each year, for a total of 100 Learning Subscriptions (or 20 lots). (iii) Past Performance •- Provide up to five recent (2 years) and relevant independent contracts where your company has delivered private out-of-the-box E-Business Suite (eBS) R12.x and Business Intelligent (BI) classes that are of the same scope and magnitude of this effort. Identify government contracts first. •- Provide up to five recent and relevant independent contracts where your company, over the last 2 years, has assisted in the development and delivery of private Oracle University certified tailored eBS R12.x and BI application training of a similar scope and magnitude. Identify government contracts first. •o NOTE : The absence of past performance shall not be evaluated as favorable or unfavorable; it shall be considered neutral. Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. Not Applicable (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
