Description

This is Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the Solicitation; quotes are being requested and a written Solicitation is attached. This is a Small Business Set-Aside requirement only qualified offers may submit bids. Solicitation VA-244-16-Q-1662 is issued as a Request for Quotation (RFQ) and constitutes the solicitation, a written solicitation is attached. NAICS Code is 812331 and size standard is $32.5.M. Any firm that does not meet the capability and size standard under this NAICS code should not submit a response to this notice. Contract Type: The government anticipates awarding a two-year, single-award, indefinite-delivery, indefinite-quantity contract award to the lowest price quote technically acceptable which conforms to the requirements within this solicitation. See section B of the RFQ for additional information on this contract type. Service Contract Act (SCA) Wage and Determination rules and regulations are applicable to this request and can be accessed at http://www.wdol.gov In order to be considered for a government award, the firm must be registered in SAM @ www.sam.gov. Description of Services: The contractor shall provide all necessary labor, equipment, and materials for laundry/linen services to be provided at the Coatesville Veterans Affairs Medical Center (CVAMC) located at 1400 Blackhorse Hill Road Coatesville, PA. 19320. The work required by the Performance Work Statement (PWS), consists of furnishing the physical plant (at an off-site location), all labor, supervision, Management, management support, supplies, ancillary equipment, vehicles and materials necessary for accomplishment of complete laundry/linen services, as outlined in Section 5 of the RFQ. All workmanship shall be in accordance with practices established by the Association for Linen Management (ALM) (formerly National Association of Institutional Linen Management), Dry cleaning & Laundry Institute International (DLI) (formerly International Fabricare Institute), Textile Rental Services Association (TRSA) and accepted industry standards. It is intended that services shall include all processes necessary for the laundering of articles even though every step involved is not specifically mentioned. All work shall be performed under sanitary conditions as specified by the Joint Commission (formerly the Joint Commission on Accreditation of Healthcare Organizations).All service will be provided at the Coatesville Veterans Affairs Medical Center (CVAMC) 1400 Blackhorse Hill Road Coatesville, PA. 19320. All questions regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 1:00 PM EST, September 23, 2016. All responses to questions will be incorporated into a written amendment posted to the Federal Business Opportunities website (www.fbo.gov). Amendments to this Solicitation: Offerors are encouraged to monitor the Federal Business Opportunities website with respect to this solicitation because any amendments to this Solicitation will be posted on the website (www.fbo.gov). All Quotes regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 12:00 PM EST, September 29, 2016.
