Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a Request for Quote and the solicitation number is VA101-16-Q-0227. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This solicitation (see attached file) is targeting only Service Disabled Veterans Owned Small Business (SDVOSB). The contractor shall provide a full range of integrated programmatic management support services that the Department of Veterans Affairs (VA) needs in order to design and implement optimal Department-wide capital asset management initiatives to meet VA and Office of Asset Enterprise Management (OAEM) goals. These services are needed to support OAEM's mission to better serve Veterans and their families. One of the major duties of Green Management Program Service (GMPS) is to report VA energy use and GHG emissions to the White House and the DOE. This is accomplished each January with the annual DOE Energy and Greenhouse Gas Reports. The bulk of the report is based on utility data and other key information provided from various offices across VA. Complete and accurate utility data is essential for VA to submit a high quality report. This also allows VA to compare trends at a facility, regional, and national level for use in various internal analyses. The objective of this task is to assist VA with utility data management, data analysis, and compiling other related data so that VA can deliver an accurate, timely report to the DOE. This includes quality control and quality assurance of utility data as well as the management of data transfer between multiple VA internal databases, and Energy Star Portfolio Manager (PM). Utility data for all administrations is collected via the Veterans Health Administration (VHA) Support Services Center database (VSSC or the utility database). This database is available on the VA intranet and is accessible while logged into the VA network. The contractor will perform work on a VA provided computer. The contractor must obtain VA security badges for key personnel to obtain access to these systems. VA intends to acquire the services necessary to satisfy this requirement through limited competitive means - SDVOSB firm must complete 51 percent of the work.
