- MoD Medical Equipment The 901 st Contracting Battalion, Bagram Air Field, Afghanistan intends to solicit and award a contract for procurement of medical equipment in support of the Ministry of Defense (MoD) health care system. The purchase will replenish equipment that has broken or otherwise reached the end of its life cycle, and support medical care in the Kabul National Military Hospital, six regional military hospital and additional troop medical clinics and processing centers. The NAICS for this effort is 423450, FSC 6515. All items will be delivered to a US military depot located in Afghanistan. The vendor must be knowledgeable of and comply with applicable Afghan custom laws and regulations relevant to fulfilling this requirement. The vendor must be able to deliver 100% of all required line items listed in Attachment 1, within the specified 90 days from the date of the award. The procurement for medical equipment as noted in Attachment 1, fall under U.S. Armed Forces Class VIII, Medical Material. The items include a wide variety of diagnostic, surgical, physical therapy, and sterilization systems as noted in Attachment 1. All medical equipment must be new, undamaged, in the manufacturer's original packaging, and meet required electrical standards. This is Name Brand or Equal. If other than brand name is offered, the vendor must provide manufacturer specification description/literature of the item. Training is required on specific equipment identified in Attachment 1. The vendor shall provide training as required on-site at various locations within Afghanistan. Training is to be completed no later than 180 days after award. This procurements falls under the purview of the Trade Agreements Act. Items must be procured from qualifying countries that are listed in FAR 252.225-7021, Trade Agreements. The anticipated period of award is estimated for 23 November 2016. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this synopsis. This synopsis is not a sources sought, nor a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
