Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (HHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to: MOSAIX Software, Inc. 1000 Gamma Drive, Suite 500 Pittsburgh, PA 15238 The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to MOSAIX Software, Inc. to provide services to reestablish and configure the Coalition Online Management Evaluation Tool (COMET) as well as the Portal. In addition, all related databases, web services, and security monitoring services will be rebuilt and deployed. The objectives of this action are to, host the COMET system for three months, retrieve the Drug-Free Community Progress Reports, and Export the Progress Reports in electronic files for uploading into the grantees official grant file. MOSAIX, as the original developer of the COMET System, is the only company with the knowledge and expertise to complete the tasks included in this purchase order under the requested timeframe. This is not a solicitation for a competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same supplies/services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference SAM183900. All responses are due by September 21, 2016 8:00 am Eastern Time and can be sent to Keith Harding at keith.harding@psc.hhs.gov. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
