- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to LAKE SUPERIOR X-RAY, INC, 6012 EAST SUPERIOR ST, DULUTH, MN 55804-2537. This order is to purchase a complete FUJI XL2-FDX PROCESSOR/WORKSTATION SYSTEM for the ongoing research at USDA ARS, BEE-BIOLOGY & SYSTEMATICS (NPA PIRL), LOGAN, UT. Allow capture of images of a 24 X 30 cm size at high resolution, to be able to visualize large number of bee nests to determine the stage of development of bees inside the nest cells and their health status (presence of parasites and pathogens). High resolution is required to determine the identification of any parasites at the individual bee level). Large number of nest cells must be visualized at one time, in order to process the needed samples. 2. Space saving equipment, given restricted space in the ARS lab. 3. Ease of use and safeguards in place to protect the imaging plates. 4. Ability to label, measure, and store high-­‐resolution images (requiring a computer server, see quote). 5. Use by multiple users with the ability to examine images simultaneously at their desktop computers. Several scientists need to look at their images at the same time, requiring concurrent licenses for the software. The Fujifilm FCR XL­2 has been certified to do the following: 1. Uniquely process high-­‐resolution images (50 micron resolution) of Xrays on the 24 X 30 cm plates. 2. Up to 94 high resolution images can be processed per hour, allowing for a unique heavy-duty throughput needed for assessment of research samples. 3. The plates are contained within cassettes and the machine itself uniquely processes the images without requiring the removal of the plates by the user. This prevents the plate from being damaged by the user. 4. The FDX console allows for the plate to be uniquely scanned/barcoded, allowing for the research data to be identified with a unique code and thus data integrity is guaranteed. 5. The size profile of the processor is small and can be moved via its cart to allow for the research space in the ARS unit to be maximized. 6. The software in the Fujifilm system (Multi‐objective Frequency Processing (MFP)) allows for the unique manipulation of the image to maximize the resolution. This also makes use of dynamic range control, flexible noise control, and grid pattern removal. This is from the unique 25-year experience of the inventor of computed radiography. 7. The software allows for the measurement of the images, labeling and archiving of the images 8. The unit can work with the PACS system to allow for 3 simultaneous scientists to visualize and work with the images at their desktop computers Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about September 27, 2016; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, September 27, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
