Description

USDA, ARS, Pullman, WA intends to award a sole source purchase order to Decagon Devices, 2365 NE Hopkins Ct, Pullman, WA 99163 for a Em50 Digital Data Logger. We are asking for electronic sensors that can measure plant reflectance at wavelengths suitable to calculate PRI and NDVI simultaneously. These sensors must be able to be plugged into a data logger and collect real-time data on plant reflectance values automatically. Water matric potential and temperature sensors are also needed to evaluate the amount of water in the greenhouse port to correlate to reflectance readings of the plant. The PRI and NDVI sensors must be on a small scale platform where sensors can be attached to a single plant and collect real time NDVI and PRI data with associated soil and water meters. This requirement necessitates the need to be fully compatible with existing Decagon Devices for the research mission, and consistency in research. Our justification to award is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.
