Description
Sources Sought Notice (FBO) THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This Sources Sought Notice is issued solely for market research purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP. This Sources Sought Notice does not commit the Government to contract for any service whatsoever. Further, the Veterans Affairs (VA) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the VA will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. Not responding to this Sources Sought Notice does not preclude participation in any future RFP. Response to this notice is not considered offers and cannot be accepted by the VA to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this Sources Sought Notice, Pre-solicitations, or an Open-and-Continuous Solicitation. In Fiscal Year 2017, the Department of Veterans Affairs (VA) shall be considering to contract for a base period plus four (4) one (1) year optional renewal periods. The Contractor shall have the ability, experience, expertise, facility, staffing, equipment, materials, supplies, labor, supervision, and satisfactory past performance to provide all resources necessary to fabricate and repair artificial limbs for Veteran beneficiaries in VA North Texas Health Care System, Central Texas Veterans Health Care System, South Texas Veterans Healthcare System and Valley Coastal Bend Texas Health Care Systems. The Contractors laboratories must be within the State of Texas to accommodate short turnaround times. Medicare L-Code pricing will come into play. The description of services shall include but not be limited to: Fabrication and repairs conducted in-house/on-site at the Contractor's local laboratory shall have a full-time ABC or BOC or VAQP on staff at each of their locations. The provider's facilities shall be approved by the Facility Accreditation Program of the American Board for Certification in Orthotics and Prosthetics, Inc. (ABC) or the Accredited Facilities Program of the BOC in order to qualify. The Contractor shall be required to follow TJC & CMS standards in Prosthetics and Orthotics. The Contractors do not have to be TJC accredited but must prove the standards are followed. The Contractor shall be required to have met speciation education requirements for certain Prostheses (i.e. the fitting and alignment of prosthetic limb devices and associated services shall be performed under the supervision of a prosthetist who has met the applicable educational and training requirements covered under the manufacturing training program for that device. New technologies require proof of training and only those prosthetists specially trained, or completing training for purposes of providing an item by the time of delivery of the item may provide the item and follow up services to a Veteran. VA reserves the right to determine which technologies require specific training. VA will notify the Contractor when current technologies require specialized training from the manufacturer in order to provide to Veterans. At a minimum, this training shall include CAT/CAM, Longs Techniques, NSNA, and/or educational seminars specific to the fabrication and servicing of these components that were presented by organizations such as National Association for the Advancement of Orthotics and Prosthetics (NAAOP), American Academy of Orthotics and Prosthetics (AAOP), American Orthotic and Prosthetic Association (AOPA), International Association of Orthotics and Prosthetics (IAOP), or a formal program which is specifically designed to train Prosthetists in the fabrication of these sockets. Contractors shall be required to provide documentation of current accreditation. Preference shall be given to Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) as outlined in the Veterans First Contracting Program and in accordance with Public Law (Pub. L.) 109-461 the Veterans Benefits, Health Care and Information Technology Act of 2006, as amended and codified in 38 U.S.C. 8127 and 8128. The "Rule of Two" shall apply and multiple-awards may come from a solicitation. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and verified in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov -- Center for Verification and Evaluation (CVE). Registration is free and potential offerors are encouraged to visit the SAM website as no government contracts can be awarded to any offeror not registered in SAM.
