Description: The Military Sealift Command (MSC) Strategic Sealift Program to contract for a time charter of a U.S. Flag, Jones Act compliant tanker to be used to support worldwide bulk fuel requirements of the U.S. Department of Defense (DOD) with the following particulars: - ONE (1) CLEAN, APPROVED, COATED, U.S. FLAG, JONES ACT DOUBLE HULL TANKER THAT IS CAPABLE OF CARRYING 310,000 BBLS OF AT LEAST TWO (2) CLEAN PETROLEUM PRODUCTS IN DESIGNATED CARGO TANKS WITH DOUBLE VALVE ISOLATION WITH THE FOLLOWING MINIMUM PARTICULARS: VESSEL'S AGE SHALL BE LESS THAN 20 YEARS FOR THE DURATION OF THE CHARTER, AND THE VESSEL SHALL HAVE A MINIMUM SOA OF 13 KNOTS. - DELIVERY AND REDELIVERY ARE THE US EAST COAST (PORT IN CHOP). The solicitation will be a time charter with a one year firm period, and three one-year option periods, and one 11-month option period. The contractor will provide personnel, operational and technical support (ashore and afloat), equipment, tools, and supplies to operate and maintain the vessel. 17. Set-aside Status: Based on the recent market survey results, there is not a reasonable expectation that offers will be obtained from at least two responsible small business concerns. Therefore, it has been determined that this acquisition will be conducted on an unrestricted full and open basis. 19. This requirement is for the long-term time charter of a U.S. Flag, Jones Act compliant tanker to be used to support worldwide bulk fuel requirements of the U.S. Department of Defense (DOD) with the following particulars: One (1) clean, approved, coated, u.s. flag, jones act double hull tanker that is capable of carrying 310,000 bbls of at least two (2) clean petroleum products in designated cargo tanks with double valve isolation with the following minimum particulars: vessel's age shall be less than 20 years for the duration of the charter, and the vessel shall have a minimum soa of 13 knots. The solicitation is for a time charter with a one year firm period, and three one-year option periods, and one 11-month option period. The contractor will provide personnel, operational and technical support (ashore and afloat), equipment, tools, and supplies to operate and maintain the vessel.
