GENERAL INFORMATION: Document Type: Pre-Solicitation Notice Solicitation Number: W9126G-16-R-0048 Posted: September 20, 2016 Current Response Date: No earlier than 30 days after the RFP becomes available Classification Code: Z -- Maintenance, repair, and alteration of real property Title: Job Order Contract (JOC) for Sustainment, Restoration and Modernization (SRM) Program at Fort Hood, Killeen, Texas. CONTRACT INFORMATION: The Fort Worth District, U. S. Army Corps of Engineers (USACE) has a requirement for a construction Job Order Contract (JOC) for Fort Hood, Texas. Solicitation W9126G-16-R-0048 will be issued as a Request for Proposal (RFP) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 15. This announcement is a 8(a) Small Business Set-Aside only. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by SBA's district offices in region six, and the other 8(a) construction firms with bona fide place of business within the geographical competitive area, and the assigned NAICS Code. All other 8(a) BD Participants are deemed ineligible to submit offers. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220, Commercial and Institutional Building Construction, which has a size standard of $36,500,000 in average annual receipts. Anticipated award will be on or about 20 October 2016. This JOC will be administered by the Fort Worth District, U.S. Army Corps of Engineers and will have a base period of twelve (12) months plus two (2) twelve (12) month option periods. This JOC will be for a total period of up to three (3) years for a total of $30 million. The Minimum Guarantee amount is $2,500 for the base year and each option year. The Contracting Officer will consider the following factors in deciding which contractor will be awarded the JOC: (1) Management Approach, (2) Quality Control Program, (3) Past Performance, (4) Small Business Utilization, and Price. Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides; however, the joint venture agreement package or email notification of bid submittal by the joint venture must be received by SBA prior to proposal due date and the joint venture agreement must be approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. NATURE OF WORK: The construction services for each requirement will be negotiated and awarded as individual task orders. Typical task orders may include a broad range of minor construction and real property maintenance and repair. The contractor shall furnish all services, materials, equipment, labor and supplies in accordance with the Scope of Work of each task order. CONTRACT AWARD PROCEDURE: The proposed requirement will be obtained by a Firm Fixed Contract. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via SAM Internet site at http://acquisition.gov. PLACE OF PERFORMANCE: Projects under this requirement will be located at the Fort Hood, Killeen, Texas. PROJECT INFROMATION: The Fort Worth District, U. S. Army Corps of Engineers (USACE) requires the services of a construction firm capable of managing simultaneous projects (up to 35+) for a broad range of maintenance for Sustainment, Restoration and Modernization (SRM) Program at Fort Hood, Killeen, Texas. The Contractor shall be capable of providing Performance and Payment Bonds within ten (10) calendar days after award. The contractor shall begin work within ten (10) calendar days after acknowledgement of the Notice to Proceed. Completion time for this project will be specified in the solicitation. If the contractor fails to complete the work within the specified number of days, the contractor shall pay liquidated damages to the Government in the amount specified in the contract. SUBMITTAL REQUIREMENTS: In an effort to reduce paperwork and cost, ALL PROPOSALS shall be submitted electronically via the AMRDEC SAFE website at: https://safe.amrdec.army.mil/SAFE2/Welcome.aspx. At the AMRDEC SAFE website, select the link: I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as the Guest User, to register, access the site and submit your proposal(s). When completing the information for transmittal at the AMRDEC SAFE website, notification should be submitted to Marc Nguyen, e-mail address: marc.h.nguyen@usace.army.mil. Interested firms (single firms or joint ventures) having the capabilities to perform this work must submit a proposal, to the site stated above not later than 2:00 P.M. (Central Time) on the response date indicated above. If the response date is a Saturday, Sunday or Federal Holiday, the deadline is 2:00 P.M. the next business day. Late proposal rules found in FAR 15.208 will be followed for late submittals. Submission by telephonic facsimile will not be accepted. Personal visits to discuss this announcement will not be allowed. Use no smaller than 12 font type using Standard English. Front and back side use of a single page will count as two (2) pages. Pages in excess of the maximums listed will not be used in evaluation of the selection criteria. OFFEROR'S QUESTIONS AND COMMENTS: (a) Technical inquiries and questions relating to proposal procedures or bonds are to be submitted via Bidder Inquiry in ProjNet at http://www.projnet.org/projnet. (b) To submit and review bid inquiry items, bidders will need to be a current registered user or self-register into system. To self-register go to web page, click BID tab select Bidder Inquiry, select agency USACE, enter Key for this solicitation listed below, and your e-mail address, click login. Fill in all required information and click create user. Verify that information on next screen is correct and click to continue. (c) From this page you may view all bidder inquiries or add inquiry. Only one question will be allowed per inquiry. If multiple questions are included in a single inquiry, only the first question will be answered. All others will remain unanswered until entered in as single inquiries. (d) Bidders will receive an acknowledgement of their question via e-mail, followed by an answer to their question after it has been processed by our technical team. (e) The Solicitation Number is: W9126G-16-R-0048 (f) The Bidder Inquiry Key is: TBD (g) The Bidder Inquiry System will be closed to new inquiries seven (7) calendar days prior to proposal submission in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation, if necessary. If the System is not closed in a timely manner, an inquiry posted within seven (7) calendar days of the receipt of proposals will still be regarded as untimely and will not be afforded a substantive response. (h) Offerors are requested to review the specification in its entirety, review the Bidder Inquiry System for answers to questions prior to submission of a new inquiry.
