- Solicitation Letter, Specifications, and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USCG invites your company to submit a quotation for award plaques that will meet the minimum requirement specifications as detailed in this solicitation's attached documents. Specifically, the purpose of these requirements are to order: CLIN 00001: Iridium Beacons (Quantity 5) CLIN 00002: One (1) Year Data Subscription (Quantity 5) CLIN 00003: Shipping The Government intends to award one Firm Fixed Price (FFP) Delivery Order with a delivery date of no later than 30 days after award. This is an unrestricted competition with no small business set aside. QUOTE EVALUATIONS: The Government will evaluate quotes using a lowest-priced technically acceptable methodology, as follows: Technical Acceptability: In order to be considered technically acceptable your company shall quote equipment that matches the specifications listed in the requirements document. Enough information must be provided to ensure that your quoted product meets the specifications of the requirements. This can include product brochures, detailed technical specifications, photos of the equipment, and other industry standard product information quotation methods (as long as there is enough information for the Government to be able to determine if the quoted products meet the minimum specifications). Failure to quote all products, or to quote products that are not being solicited for, or to not quote enough technical information to determine acceptability shall result in the non-selection of that quote. Finally, in order to be considered technically acceptable, your company must be listed in the System for Award Management (www.sam.gov). Those who provide quotes but are not listed in the System for Award Management shall be considered technically unacceptable and not eligible for award. Please provide your DUNS number in your quote so the Government can confirm your entry in the System for Award Management. Price: The Government will evaluate the total overall price to determine price reasonableness. Your quote shall include an excel file that clearly breaks out the prices. BASIS FOR AWARD: The Government will select an awardee based on a lowest-priced technically acceptable basis. The Government will evaluate the lowest-priced quote for technical acceptability. If it is acceptable, other quotes will not be evaluated. If the lowest-priced quote is not technically acceptable, the Government will evaluate the second-lowest priced quote, and so on, etc. This may result in a quote not being evaluated if a lower priced order is found to be technically acceptable. QUOTATION SUBMISSION INSTRUCTIONS: Please submit your quote via email to James.R.Robinson@uscg.mil on or before 5:00 PM ET, on 09/22/2016. However, you are encouraged to submit your quote as soon as possible. Data should be compatible with Microsoft Office Suite 2007 and/or Adobe Acrobat. Quotes shall be limited to 3 pages inclusive of all volumes. Submitted files must not contain any form of copy protection or password-protected security measures. This RFQ does not represent authorization to award or proceed with the subject effort, nor a promise of future direction to proceed. Offerors are solely responsible for this RFQ's submission costs. Offerors that do not submit all of the information required may not be considered for award. QUESTIONS: Any questions or concerns regarding any aspect of this RFQ shall be forwarded to the Contracting Officer, James Robinson, via email at James.R.Robinson@uscg.mil on or before 3:00 PM ET, on 09/21/2016. Questions shall be answered via an amendment to the solicitation and distributed to all parties. Information as to which company asked what questions shall not be revealed. ATTACHMENTS: 1.
