Description

The Office of the Comptroller of the Currency (OCC) intends to award an order to Pitney Bowes to receive postage meters and annual maintenance on its existing 28 mailing systems, on a sole source basis utilizing FAR 13, Simplified Acquisition Procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Since the mailing systems require the same brand of postage meters, Pitney Bowes is the sole provider of the required meters and maintenance. The period of performance of 10/1/2016 through 9/30/2017. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide a service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact by Friday, September 23, 2016 at 1:00pm EST. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon the responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
