Department of Veterans Affairs VISN 10 Contracting 4100 West Third Street Dayton, OH 45428 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Best Value. Technical and Past Performance will be considered significantly more important than price when evaluating quotes. 1. The contractor shall provide all vehicles, equipment and personnel to accomplish "wheelchair" van and occasional car transportation as described herein. 2. Terms of Contract a.It is the VA's intent to solicit proposals and award the contract on a competitive basis. b.Award will be made for a period of one (1) base year and four (4) option years from date of award. 3. Title of Project: Wheelchair Van Transportation 2. Scope of Work: Contractor shall provide Wheelchair\Scooter Van for the Dayton Veterans Affairs Medical Center (DVAMC) beneficiaries. Trips generally involve transportation from the Veterans' residences to VA facilities or other medical facilities in the community, as well as the return trips. The area of responsibility and jurisdiction of the DVAMC includes the following Ohio counties - Allen, Auglaize, Champaign, Clark, Clinton, Darke, Greene, Mercer, Miami, Montgomery, Paulding, Preble, Putnam, Shelby, Van Wert, and Warren, as well as Wayne County in Indiana. Trips are not restricted to these counties. 3. Background: VA requires Transportation Service to transport beneficiaries including physical or mentally disabled beneficiaries in wheelchairs\scooters, their attendants and personal belongings between designated points. Contractor shall provide all labor, materials and equipment necessary to transport designated beneficiaries, their attendants and personal belonging 4. Performance Period: Base Period - Date of Award thru 12 months. First Option Year Period: End of Base Period thru 12 months. Second Option Year: Period: End of Option Year 1 thru 12 months. Third Option Year: End of Option Year 2 thru 12 months. Fourth Option Year: End of Option Year 3 thru 12 months. 5. Type of Contract: Firm Fixed Price. B. CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting, or has advised the contractor that a kick off meeting is waived. The Contractor shall transact business, hereunder or below with the Contracting Officer (CO) and\or the Contracting Officer's Representative (COR) and in no case shall deal directly with or solicit from beneficiaries of the VA. C. GENERAL REQUIREMENTS 1. The Contractor will provide all vehicles, personnel, management, supplies, equipment, and reports necessary to provide Wheelchair Van transportation services as identified in the schedule. The services of this contract will be utilized for trips starting\ending at a Veteran's location (residence, nursing home, and other medical facilities) with the trip terminating at the Dayton VAMC, assigned CBOCs, or vice versa. Some trips will start at the Dayton VAMC and end at other medical facilities, Veteran's residence or other medical facilities. 2. Based on past transportation experiences, the Government request transportation services 24hours, 7 days\week including weekends and Federal Holidays. 3. The awarded Contractor must bill the Dayton VA Medical Center by utilizing a secured means of Electronic Data Exchange (EDI). When billing, the VA requires that each trip is disclosed with the individual cost, mileage utilized from point of pock -up and point of drop-off, along with date of transport and associated patient identification. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 1. Attendant/Driver Qualifications and Standards of Conduct: a.The contractor is responsible for having sufficient qualified personnel to meet the requirements as stated herein as well as any qualifications required by Federal, State, County and Local government entities of the locality in which they operate. This includes backup personnel to cover in case of illness, injury, vacations, etc. b.The contract services and or personnel shall not be considered VA employees for any purpose. c.The VA reserves the right to conduct a background investigation on all contractor employees and the right to restrict any Contractor employee from performing services under this contract who does not meet the required qualifications for the services they perform and/or who violates federal regulations or is identified as a potential threat to the security, safety, health or operational mission of the Department of Veterans Affairs Medical Centers and their populations. Employee(s) convicted of Driving under the Influence (DUI) of alcohol or drugs would be considered a security and safety threat and therefore would not be permitted to perform services under any resulting contract. The restriction of such a person shall not relieve the Contractor from providing all the required services as described herein. d.At all times during the performance of this contract, Contractor employees shall conduct themselves in a professional manner, wear clean, neat uniforms, and be identified by having company name and/or logo, and employee name attached to their uniforms, by name tag or other means. The Contractor shall be responsible for acquiring an appropriate number of uniforms, and tags or badges to meet this requirement. Employee identification shall be worn in clear view above the waist. e.The Contractor shall maintain a record of each employee as to character and physical capabilities of performing the duties of a driver and/or attendant, and such records be made available for inspection upon VA request. f.The Contractor shall conduct training, at least annually, for its employees, including safety training, training in the courteous and appropriate treatment of Veteran beneficiaries and information about contract procedures and policies. A record of such training shall be maintained by the Contractor and made available for inspection upon VA request. g.Each driver must, at a minimum: "Possess a valid driver's license for the class of vehicle driven; "Be at least 18 years of age and have not less than one year's experience as a licensed driver. "For the past three years: oNot have had a driver's license cancelled or suspended; oHave a driving record clear of convictions for operating a motor vehicle without insurance; oHave a driving record clear of convictions for driving a motor vehicle without a valid license to drive the class of vehicle driven; oHave a driving and criminal record clear of convictions for driving under the influence of alcohol or a controlled substance; oHave a criminal record clear of convictions for crimes against persons that is related to providing assistance to medical patients or other persons with special needs. 2. Vehicles a. The contractor shall provide transport vehicles meeting minimum passenger requirements: 1)VA reserves the right to inspect contractor's equipment and vehicles or require documentation of compliance with contract specifications, and State laws, rules, regulations and guidelines governing non-emergency van vehicles for wheelchair patients. VA inspections of contractor facilities shall in no way constitute a warranty by the VA that the contractor's vehicles and equipment are properly maintained. The VA reserves the right to restrict the Contractor's use of equipment and vehicles which are in need of repair, unclean, unsafe, damaged on the interior or exterior body, and are not in compliance with contract requirements. The restriction of such equipment and vehicles shall not relieve the contractor from performing in accordance with the strict intent and meaning of the contract without additional cost to the VA. (a)Wheelchair vans shall be equipped to safely load, carry and discharge VA beneficiaries. The Contractor is responsible for supplying all wheelchairs for wheelchair van transport, unless chairs are provided by the Medical facility or patient. Wheelchair vans shall contain at a minimum, the following: (1) Loading platform shall be integral to the vehicle and made of at least thirteen (13) gauge steel. Platforms shall have raised edges, be counter balanced, self-adjusting to curbs and sidewalks, and self-storing. When not in use platform shall be securely stored so as not to block the vision of the driver or inconvenience the patient. (2) Side and rear loading doors shall be operational from both inside and outside vehicle. (3) Vehicle shall have clamp cleats or belts to firmly anchor wheelchair and prevent movement in any direction. (4)Steps shall be treated with non-skid material. (5)Vehicle shall have safety belts for all occupants. (6)Vehicle shall have heating, air conditioning and adjustable temperature controls. (7)Vehicle shall contain four (4) emergency flares and warning lights, and one (1) five (5) pound ABC rated fire extinguisher with fire extinguisher tag showing record of inspections. (8)Vehicle shall contain a First Aid Kit with band-aids, gauze, elastic bandages, sterile gauze pads, triangular bandages, cleansing wipes, tape, scissors, eye pads, and ammonia inhalants. All items shall be packed in sterile containers. (9)Vehicle shall have two (2) blankets. (10)Vehicle shall have on board supplies to provide infection control precaution procedures. (11)A two-way radio that shall be fully operational at all times during contract performance. (12)The vehicle(s) shall be equipped with appropriate lift/safety equipment to ensure the patient's safety and comfort while entering, traveling in, and exiting the vehicle. Each vehicle shall be of model and make to insure safe and comfortable transportation of the patient (13)Each vehicle must have one operational wheelchair on board at all times. Vehicles shall have a locking device to hold the wheelchair securely, and shall provide for safe and easy access to the interior of the vehicle including sufficient headroom to accommodate the patient. Patients shall not be transported until properly secured. (14)The Contractor shall have vehicle(s) available for the transportation of patients in excess of 300 pounds in weight and be equipped with additional extension belts to accommodate these patients. (15)When transporting patients using a motorized wheelchair or electric scooter, patients may be transferred to a manually operated wheelchair, which can be secured, before being loaded in the vehicle. The Contractor shall provide the patient with a wheelchair to be transferred in and the patient will then be transferred to a VA wheelchair once he or she has reached a destination on VA premises. Patients using any wheeled chair or electric scooter must be transferred to a manually operated wheelchair which can be secured, before being loaded in the vehicle. The motorized wheelchair or electric scooter will be loaded separately and must be secured to the vehicle during transport. Unless approved by ant VA Medical Center, at no point should a scooter be transported separately. (16)The patient may bring up to three (3) liters of oxygen. The Contractor shall be responsible for providing adequate and safe storage of the oxygen tanks during transport. (17)If or when patient's medical records are transported, Contractor will ensure that Privacy Act and HIPPA guidelines are followed. (18)Patients will be entitled to transport one certified trained service animal. No pets are to be transported at any time. (19)Each vehicle shall be clearly marked with the Contractor's name and/or logo. (20)All transport vehicles used by the contractor under this contract must have current valid inspection, registration, and insurance as required by applicable Federal, State and/or local laws. (21)Certification of Minimum Liability Insurance Coverage - A certificate of insurance as evidence of insurance coverage is required prior to providing any services to the medical facilities (ref. VAAR 852.237-71). Thereafter, all changes shall be submitted within (10) days after changes occur during the term of the contract. (b)Vehicles shall be clean and maintained in good repair in accordance with manufacturer's instructions and specifications, at all times during the performance of this contract. A.3 - Flat Payment Rates: Payment for trips shall be computed in accordance with the following guidelines: (1)The contractor shall be paid a flat rate plus mileage based on one-way transport when the vehicle is loaded with a patient for all trips. The VA Medical Center shall use internet-based Bing Maps to verify mileage. Allowable charges for mileage shall not exceed +5% of the Bing calculation of the "shortest distance" between the pick-up point and the drop-off point. (2)The VA may require the contractor to wait for the patient at the destination, and then drive the patient back to the pickup point or to another destination as one trip. The Contractor would then be paid the flat rate plus mileage for the initial trip, waiting time and the flat rate plus mileage for the return or additional trip. The VA shall, whenever possible, indicate in advance if the driver is to wait and return or further transport the patient. However, a trip that is ordered on a one-way basis may be converted to a two-way trip if circumstances warrant. (3) Trips may be cancelled by the VA. If a trip is cancelled while a vehicle en- route to pick up a patient, the contractor shall be entitled to receive 50% of the flat rate for the trip. If a trip is cancelled after a vehicle has reached the designated point of patient pickup, or if the contractor is unable to perform a scheduled pickup due to reasons beyond the Contractor's control (for example, contractor was given an incorrect address, patient is absent, or patient refuses transport), the contractor shall be entitled to receive 100% full payment as described in paragraphs (1) and (3). The contractor shall not be entitled to a cancellation fee when cancellation is made prior to dispatch of a vehicle. (4) The pricing provided shall include all additional charges, such as ferry, bridge, tunnel or road toll charges, fuel and other maintenance costs and the contractor shall not be entitled for reimbursement for such charges. The VA Medical Center shall use internet-based MapQuest to verify mileage. Allowable charges for mileage shall not exceed +5% of the MapQuest calculation of the "shortest distance" between the pick-up point and the drop-off point. A.4 - Waiting Time: (a) For scheduled or unscheduled trips, waiting charges shall commence 15 minutes after the time the Contractor arrives at the designated pickup point and/or delivery point. For scheduled trips, waiting charges shall commence 15 minutes after the later of - the time the Contractor arrives at the designated pickup point, and the scheduled pickup time. Contractor shall be reimbursed at the rate of one-fourth (1/4) the flat rate quoted in his bid price for each quarter hour or fraction thereof in excess of one hour from the time he reports to the designated person. (b) If the designated pickup and/or delivery points are at other than VA Medical Center facilities and waiting beyond the 15-minute grace period is anticipated, the Contractor shall notify the Beneficiary Travel Supervisor (or designee) during regular business hours, or the Administrative Officer on Duty (AOD) during off-tour hours. This call shall be for the purpose of verifying the Contractor's time of arrival at the pickup and/or delivery points. The Contractor's failure to give notice of a delay beyond the grace period will result in loss of entitlement to be reimbursed for waiting time. A.5 - Escort/Caregiver: The VA reserves the right to have an escort, such as a relative, caregiver, or VA staff to accompany a beneficiary when the VA determines that such an escort is in the best interest of the beneficiary. The VA shall be the sole judge in determining when an escort/caregiver is required. The contractor may be required to return the escort/caregiver back to the point of trip origin. There shall be no additional charge to the VA when an escort/caregiver is authorized to travel with the beneficiary. (a) Pickup and delivery of patients to appropriate destination, contractor will ensure the patient is taken directly to his or her appointment location. Contractors will pick-up the patient from the patient's appointment location. For in-patient transports, the contractor will pick up and drop off the patient at the place of in-patient admission, i.e. the ward where the patient has a bed assigned. For inpatient to inpatient transports, the contractor will bring the patient to the placed designated during the scheduling of the trip. A.6 - Contractor Provided Attendants: Prices for patient transport include the services of a qualified driver who shall normally act as the attendant. Upon request of the VA, the contractor shall provide an attendant, in addition to the driver, to accompany a beneficiary. The VA will notify the contractor in advance if an attendant is required and will provide the contractor with information about the patient's medical diagnosis, medical condition, and special needs as required to determine the training and qualifications of the attendant needed. The contractor shall ensure that each person is trained, qualified and certified to perform the duties required. Such training may include CPR certification and appropriate training for handling patients with dementia or other mental health problems. Contractor shall be entitled for a flat rate charge for attendants provided. Contractor will only be reimbursed for the services of an attendant that is authorized in advance. A.7 - Substitution of Beneficiary: The VA reserves the right to substitute the beneficiary requiring services at any time during the performance of the contract. There shall be no additional charge to the VA when such changes are made. A.8 - Number of Patients: The contractor may be required to transport up to two (2) wheelchair patients on a single trip. When more than one patient is transported, the contractor shall be paid the flat rate for the patient being transported to the longest distance, plus an additional amount for each additional patient transported equal to the lesser of - the full base rate for the trip being provided for that additional patient, or one-half (1/2) of the base rate for the patient being transported the longest distance. The contractor shall schedule pickups and drop offs in the way that is most economical for the VA. A.9 - Procedure for Requesting Services: The VA may order services by telephone, facsimile, mail, e-mail or in person. Each request for service shall include the following information: (a) Schedule date and time of pickup: (b) Name of beneficiary (but see A.6 above for right to substitute); (c) Designated pickup point and designated delivery point; (d) Type and number of attendants required (see A.5 above for further information); (e) Last four digits of the patient's Social Security number; (f) Any other special instructions A.10- Ordering Services: A schedule shall be provided at least twenty-four (24) hours in advance to the contractor by the Travel Office/AOD. However, unscheduled requests for services during off business hours (4:31PM. To 7:59 A.M.),will be made by telephone, encrypted mail\email or in writing by a secured facsimile or other secured electronic means by the COR and\or designated VAMC personnel. It is the responsibility f the Contractor to obtain formal documentation of all transport requests made during off business hours in order to the used as validation during billing and invoicing of services. The preferred means of documentation is a copy of the provider's Consult request for transport. A.11-Patient Notification of pre-scheduled Trips: The awarded contractor should establish a system to remind patients that are scheduled for transportation with said Contractor at least one (1) day prior to transport. A.12- Inclement Weather: In case of inclement weather, the decision as to whether or not a VA beneficiary will be transported will be made mutually by the COR of designee and the Contractor.. A.13 - VA Personnel Authorized to Request Services: The VA shall provide the contractor with a list of names or position titles and phone numbers of persons authorized by the VA to request services. Any changes to the list shall be promptly provided by the VA to the contractor. Any services rendered by the contractor in response to anyone not included on the list as authorized personnel shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor. A.14 - Contractor Point of Contact: The contractor shall maintain a method for the VA to contact a designated point of contact capable of receiving communications 24 hours a day, 7 days a week, including holidays, such as fax or telephone service. A.15 - Trip Documentation: The contractor shall document each transport in writing specifying the date, patient name, time of pick up, destination, time of drop off, pick up and drop off addresses, mileage of trip, and all other pertinent trip information. This log should also be available at the COTRs request quarterly for review. A. 16 - Treatment/Mistreatment of Patients: Contractor employees shall be courteous to and considerate of VA beneficiaries. Any substantiated incidents of mistreatment of patients by contractor employees in the performance of the contract may be cause for termination of the contract or discontinuance of further placement of orders. The VA reserves the right to require that a contractor employee not be used to provide any further patient transport services under the contract if mistreatment of a patient is substantiated. A.17 - Motor Vehicle Accidents/Injury to Patients: The contractor shall immediately notify the VA of any incidents or accidents involving injury to VA patients during transport. The contractor shall promptly (within 24 hours of the occurrence) complete and submit to the COTR a detailed incident report. Motor vehicle accidents occurring during patient transport must all be reported even if there is no immediately apparent injury to the patient(s) being transported. A.18- Notification of Patient Complaints: The contractor shall notify the COTR, in writing within 24 hours of any complaints made by the patients with regards to the wheelchair van service. The contractor may provide recommendations for improved services along with the patient complaints for the VA's review. No recommendation shall be construed as being effective until and unless it is provided as a written modification to the contract from the Contracting Officer. A. 19 - Contractor's Quality Control Program (QCP): The Contractor shall establish and maintain a complete QCP to assure compliance with the requirements of this contract. The Contractor's QCP shall, at a minimum, include the following: (a) An inspection plan covering all services required by this contract. The inspection plan must specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be accomplished and documented, and the title of the individual(s) who will perform the inspections. (b) On-site records of all inspections conducted by the Contractor noting necessary corrective action taken. The Government reserves the right to request copies of any and/or each inspection. (c) Incorporation of either active or established internal policy or procedures for updating medical service protocols, which may affect contract performance. (d) The methods for identifying and preventing deficiencies in the quality of service performed, before the level of performance becomes unacceptable and organizational functions noting intermediate supervisory responsibilities and overall management responsibilities for ensuring total acceptable performance. (e) On-site records of all vehicle maintenance and repairs performed on vehicles used in the performance of this contract. The methods of identifying and preventing vehicle breakdowns, and detailed procedure for alternative transportation of patients in the event of mechanical breakdown of vehicle. (f) On-site records of background checks performed on, as well as performance evaluations, certifications, and ongoing training of each employee performing services under this contract. (g) The methods of identifying and preventing radio communication breakdowns. A detailed procedure for alternative communications in the event of electronic and mechanical breakdown of vehicle two-way radios or other onboard communication equipment. (h) A log to account for all requested service. The log shall indicate, at a minimum, the date and time of service call, name of beneficiary requiring services, type of transportation requested, designated pick-up time and delivery points, actual time of arrival at pick-up and delivery points; actual waiting time at pick-up and delivery points when waiting charges are claimed. This log should also be available at the COTRs request quarterly for review. (i) On-site records of any complaints or problems about or affecting contract performance, with information about any corrective actions planned and taken to correct or eliminate future recurrences of such problems. A. 21 - Miscellaneous Contract Requirements: (a) At no time shall the Contractor leave vehicles on VA premises unless a pick-up or delivery is in process. (b) Contractor employees shall conduct themselves in a businesslike manner at all times while on VA premises and while transporting VA beneficiaries. Contractor employees shall conform to all regulations, Federal, State and local, governing the performance of the contracted services. A NO SMOKING policy shall be strictly observed and enforced by contractor employees in the vans. Contractor employees shall not smoke on VA property except in specifically designated smoking areas. (c) Patients are permitted to bring a reasonable amount of equipment, such as folding wheelchair, consumable medical supplies and personal suitcase, with them during van transport. When transporting patients, the driver, acting for the Contractor, will ensure that the patient's luggage, medical records, medications, and prosthetic devices are properly accounted for and delivered with the patient as required. A24 - Compliance with Hospital Policies and Procedures: Contractor's personnel will adhere to all non-smoking guidelines except in designated areas. Vehicles engines will be turned off when loading and\or unloading patients on VA grounds. F. SCHEDULE FOR DELIVERABLES 1. Hours of Performance and Response Times: Wheelchair service shall generally be provided during the hours of 6:00 a.m. and 8:00 p.m. Monday-Friday. Limited service is required for evenings, weekends, and Federal Holidays. (a) Response Time: The contractor shall be on site for scheduled pick-ups at the scheduled pick-up time. The contractor shall respond to all unscheduled calls for wheelchair transportation service by being on-site at the designated point of pick-up within 45 minutes of notification. Should the time period for pick-up, stated herein, be physically impossible due to location of Veteran beneficiary; the contractor shall contact the VA travel coordinator and inform him/her of the anticipated time required for pick-up and delivery of said patient.. The Contractor shall be responsible for providing all vehicles and manpower, necessary to meet all transport requirements of this contract. The Contractor could be authorized to utilize another Wheel chair Service Company, as a subcontractor up to 50 percent of the workload (certified to be within all requirements of this contract) to complete these transportation requests. All bills for this subcontractor service will be paid directly to the Contractor at the contract rate, and the Contractor shall reimburse the subcontractor at their agreed to rate. In the event, the Contractor is unable to perform services or have services performed as required, the Contractor shall immediately notify the VA Travel Section and provide a justification for non-performance. The VA reserves the right to re-procure services, which cannot be performed by the Contractor, in accordance with the terms, conditions, and schedule of this contract. The Contractor shall indemnify the VA for excess re-procurement cost, which may result from the Contractor's inability to perform the required service. Payment of re-procurement costs shall not relieve the Contractor from any other provision in this contract covering inspection, acceptance and deductions from payment. The VA will be the sole judge in determining when services will be re-procured. The failure of the contractor to perform services within the required time frames and in accordance with terms and conditions may also provide cause for termination of the contract for "cause," (see FAR clause 52.212-4(m). (b)Response Time Compliance Rate: The contractor shall maintain at a minimum, 95% compliance rate on responses to pick-up or deliver during the contract year. Failure of the contractor to perform in accordance with this compliance rating may constitute sufficient cause for termination of the contract for "cause." G. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. H.CONTRACT EXPIRATION: The Contractor will work closely with COR for seamless transition of responsibilities when contract expires. I. CONTRACTOR EXPERIENCE REQUIREMENTS All Contractor personnel must meet all training, certification, and licensing qualifications required by Federal, State, County, and local government entities for these services. J. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: Employees will be required to complete the Department of Veterans Affairs Privacy and Information Security Training prior to commencing work and annually thereafter during life of contract and comply with all requirements. BUSINESS ASSOCIATE AGREEMENT: The contract resulting from this solicitation has been identified as requiring a Business Associate Agreement as defined in Health Insurance Portability and Accountability Act (HIPAA), Public Law 104-191. A.23 - Contractor Personnel Security Requirements: The Office of Security and Law Enforcement provides Department-wide policy on the assignment of appropriate position sensitivity designations associated with Department of Veterans Affairs (VA) positions involving national security and public trust responsibilities, and on the level of background investigations required for applicants for and incumbents of those positions (see VA Directive 0710), Personnel and National Information Security). Procedures for implementing this policy are contained in VA Handbook 0710, Personnel and National Information Security. In addition to VA employees, the policy and investigative requirements are applicable to contractor personnel who require access to VA's computer systems designated as sensitive. The Departmental policy required contracts to contain an investigative requirement for the contractor position based on the pre-determined position sensitivity level designation. Veterans Health Administration, Medical Information Security Service, issued VHA Directive 6210, Automated Information Systems (AIS) Security, which provides policy and responsibilities for the establishment, implementation, maintenance and oversight of the AIS security program within VHA. VHA's policy supplements the Department-wide policy and includes coverage affecting contracting responsibilities. 1.The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2.The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information, including patient information, shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3.Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
