Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following: Q777 “ Design-Build Applied Instruction Facility, Joint Expeditionary Base Little Creek “ Fort Story, Virginia Beach, Virginia. This project will design and construct a 20,000 square foot multi-story Applied Instruction Facility at Joint Expeditionary Base Little Creek, Virginia Beach Virginia and a 20,000 square foot multi-story Applied Instruction Facility at Fort Story, Virginia Beach Virginia. The project will also renovate two buildings: one 20,000 square foot and one 23,000 square foot. The facilities will support a variety of functions including applied instruction, dive operations, operational gear storage and administrative. The project will include all pertinent site improvements, site preparations, mechanical and electrical utilities, telecommunications, pile foundation, emergency generator, fencing, parking lot, road improvements, exterior lighting and removal of two modular facilities. Project work is in a secure area requiring additional security clearances, escorts, and badges. Both new facilities will be constructed using a structural steel frame, rib blocked exterior wall system, pile foundation system, grade beam foundation, concrete slab, and modified bitumen roofing system on a steel-framed supported slab. The new facilities will contain administrative rooms, learning class rooms, industrial dive rooms, command office rooms, restrooms and utility rooms. The renovation work will include selective demolition and installation of interior partitions, exterior walls and doors, heating ventilation and air conditioning (HVAC) systems, fire sprinkler systems, fire alarm systems, and interior and exterior utility systems. The project requires the installation of an extensive audio visual system, an access control system, an electronic security system, and a physical security system in the new buildings. Electrical utilities include primary and secondary distribution systems, lighting, transformers, and telecommunications infrastructure. Mechanical utilities include water lines, plumbing and plumbing fixtures, sanitary sewer lines, fire protection systems and supply lines. After turnover of the new facility at Joint Expeditionary Base Little Creek, the project will demolish two modular facilities. The construction and renovation work will occur simultaneously at both locations. Firms shall demonstrate a minimum bonding capacity per project of at least $25,000,000. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than March 2017. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a minimum of three (3) and a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. A minimum of one (1) relevant new construction AND a minimum of one (1) relevant renovation project shall be submitted. The attached construction experience project data form shall be utilized to demonstrate experience. For purposes of this sources sought, a relevant project is defined as follows: New Construction Experience: New Construction Size: Facility of at least 15,000 total square feet and a final construction cost of at least $10,000,000. New Construction Scope/Complexity: New construction of a multistory administrative, instruction, or operational type of facility. Renovation Experience: Renovation Size: Facility of at least 12,000 total square feet and a final construction cost of at least $10,000,000.00 Renovation Scope/Complexity: Comprehensive, whole building (interior and exterior) renovation of an administrative, instruction, or operational type of facility that include all of the following renovations: Building envelope (windows, doors, exterior walls, and roofs) Fire protection renovations Plumbing renovations Mechanical renovations Electrical renovations. The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Sidnia Finke, Sidnia.finke@navy.mil, and MUST be limited to a 4Mb attachment. You are encouraged to request a read receipt or acknowledgement via reply email. RESPONSES ARE DUE NO LATER THAN WEDNESDAY, SEPTEMBER, 27, 2016 AT 2:00 PM EASTERN. LATE RESPONSES WILL NOT BE ACCEPTED.
