- CHANGE; THE PURPOSE OF THIS AMENDMENT IS TO CHANGE THE TRAINING DATES UNDER THE SOLICITATION. THE ORIGINAL TRAINING DATES OF 21-22 SEP 16 ARE REMOVED FROM THE SOLICITATION. THE 1ST TRAINING DATES SHALL NOW BE AN FY17 REQUIREMENT, SUBJECT TO THE AVAILABILITY OF FUNDS (17-18 OCT 16). ALL CURRENT OFFERORS MUST ACKNOWLEDGE RECEIPT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference Request For Quotation number H92239-16-T-0016. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-20. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at www.farsite.hill.af.mil. The North American Industry Classification System Code (NAICS) is 541613/541618- "Marketing Consulting Services" / Other Management Consulting Services, with a small business size standard of $15.0 million. This requirement is 100% set aside for small business. The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for contractor support for Strategic Communication Courses, consisting of six (06), sixteen (16) hour blocks of instruction for a student load up to 40 Special Forces Officer Students. Two courses per year shall be optional courses with the Government reserving the right to exercise the option. Students will be divided into two separate classes receiving training on alternate days. Half of the class will receive training the first day, while the second half receives the same training the next day. This requirement is to provide direct support to the 1st Battalion 1st Special Warfare Training Group. The focus of the course must be on improving the Student's ability to deliver information clearly and concisely, with a level of detail commensurate with the time available and expertise level of the person receiving this information. This is to better prepare the student for key leader engagements that they will engage in once they enter the operational forces. These discussions may range from national leaders to subject matter experts in a specific field. The individual must be adept in recognizing the different level of communication that each situation, and be able to modify their discussion accordingly. The Government is requesting a well-developed and commercial off the shelf Program of Instruction (POI). The anticipated period of performance is for a twelve (12) month base ordering period and four (4) twelve month optional ordering periods. In order to keep travel costs to a minimum, the primary place of performance will be Camp Mackall, Fort Bragg NC or at contractor's facilities within 50 miles radius from Camp Mackall.
