Description

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and in conjunction with procedures in FAR Part 13. This announcement constitutes the only Solicitation; All responsible open market sources may submit a quotation, which if timely received by offer due date/time specified on Standard Form (SF) 1449 of solicitation, shall be considered by this agency. Solicitation VA770-16-Q-0504 shall be posted at www.fbo.gov by 4:00pm Central Standard Time (CST) 9-20-2016 and will close no later than 12:00PM CST on 9-24-2016. No phone calls please. Please list "Technical Questions - VA770-16-Q-0504" on subject line of e-mail. Solicitation is Hereby Amended as Follows: 1. The Government will initially evaluate for Service Disabled Veteran-Owned Small Business (SDVOSB)/ Veteran-Owned Small Business (VOSB) offerors. If there is inadequate competition from Service Disabled Veteran-Owned Small Business (SDVOSB)/ Veteran-Owned Small Business (VOSB) offerors did not satisfactorily meet the requirements of the solicitation, the set-aside will be 100% small business set-aside. 2. The Government will evaluate small businesses' offers. If there is adequate competition among eligible small business concerns, evaluation and award will be restricted to quotes received from small businesses. For a quote to be considered under the set-aside, items offered must meet the terms and conditions of 52.219-6 Notice of Total Small Business Set-Aside. 3. Adequate competition shall be deemed to exist if two or more technically acceptable offers have been received from qualified, responsible small business concerns. In emergency situations the contractor shall be required to send updated Medi-Span data on portable storage devices and deliver them to each of the CMOPs overnight by certified mail.
