- Questions & Answers This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Mission and Installation Contracting Command (MICC) - Presidio of Monterey to identify potential sources for an Employee Assistance Program (EAP) which provides counseling, training, resource finding, and managerial and supervisory consultation to United States Army Garrison (USAG) and Defense Language Institute (DLI) civilian employees, retirees, and their family members. Description of Requirement: • In accordance with agency requirements short-term counseling services are provided to civilian employees, retirees, their family members, and eligible family members of active duty military members. The EAP Program established for the USAG POM and DLI provides specialized employee assistance and counseling/consultation covering a range of emotional or behavioral problems including, but not limited to, alcoholism, drug abuse, job-related/family stress, financial problems, legal, marital or health problems, parenting and childcare, career change, pre-retirement issues, situational conflict, etc. which may adversely impact work performance or behavior. The EAP also provides consultation and advisement to managers. The provider shall be licensed by the State of California as a psychologist, marriage and family counselor (MFC), licensed clinical social worker (LCSW) or licensed as a practicing psychologist. The Contractor shall specialize in educational consultation, counseling and referral services. Counselors assigned by the Contractor to provide consultation services shall have a minimum of a Master's degree in Psychology, Social Work, or Counseling; and two years general experience in Psychology, Social Work, or Counseling. • The Contractor shall provide specialized Employee Assistance and Counseling/Training Services covering a range of issues that shall include any emotional or behavioral problems including, but not limited to alcoholism, drug abuse, job-related/family stress, financial problems, legal, marital, or health problems, parenting and childcare, career change, pre-retirement issues, situational conflict, etc. which may adversely impact work performance or behavior. • The Contractor shall manage the Employee Assistance Program (EAP) for the USAG POM and the Defense Language Institute (DLI) Technical Requirements: • Contractor shall provide the number of sessions which is to be provided is to be determined. Number shall not exceed six (6) one (1) hour professional, confidential, one-on-one diagnostic and referral counseling sessions per employees, retirees, and or their immediate family members per contract year. • Contractor shall provide critical incident counseling in the event of tragedy or crisis to employees as a group or individually. An example of critical incident counseling is violence in the work place. • Contractor shall provide the number of sessions which is to be provided is to be determined. Number shall not exceed six (6) counseling sessions for supervisory referrals to identify, clarify, and provide counseling for medical, behavioral, or personal problems of employees who have been identified by the supervisor to have performance and/or conduct problems in their work. • Counseling sessions shall be provided within seventy-two (72) hours for routine referrals. • Emergency referrals shall be provided as quickly as possible based on the immediacy of the situation. • Contractor must identify and evaluate the personal problem(s) or concern(s) and address alternative(s) for resolving problems. • For supervisory or EAP Administrator referrals, Contractor shall provide diagnosis, prognosis, and information regarding whether employee attended counseling sessions. • After counseling employee/retiree/family member, the Contractor shall diagnose the problem, and if appropriate, refer employee to a community treatment resource for rehabilitation or further services. Referral shall be made with employee's concurrence. The Contractor shall make specific appointments for care. If referral is made to another agency, the Contractor shall follow-up with the employee to ensure quality of treatment, and with the agency to determine continuation of treatment. In the case of supervisory referrals, the Contractor shall provide the EAP Administrator with information verbally and/or in writing, as requested. • Contractor shall provide both a toll free telephone number and a toll free TDD number for Civilian Employees to access Counseling Services twenty-four (24) hour per day, seven (7) days per week. The Contracting Officer Representative (COR) shall also be provided these number. Counseling shall be provided based on self-referral, the supervisory referral or the Army Substance Abuse Program Manager/Alcohol and Drug Control Officer (ADCO). • Covered employees, retirees, or immediate family members will be determined by the presentation of the employee's official identification card or by confirmation of eligibility by the Employee Assistance Program Administrator. • The Employee Assistance /Contracting Officer Representative (COR) will be the Garrison Command and DLI Presidio of Monterey Army Substance Abuse Program Manager. • Contractor consultation facilities shall be within a 25-mile radius of the Defense Language Institute. There is no on-site facility for these services nor will one be made available due to the confidentiality of the services being performed. • Records, including any information whether recorded or not, pertaining to the identity, diagnosis, or counseling of any employee, retiree, or family members, which are maintained in connection with the performance of this contract shall be confidential. Regulations governing confidentiality of counseling records shall be in accordance with the provisions set forth in all Privacy Act requirements, and other applicable laws, and shall be subject to the penalties imposed by such laws for disclosure of any information without the employee's prior knowledge and specific written consent. When disclosure is authorized by the employee, a consent statement shall be signed by the employee. • Contractor record system shall be in accordance with applicable laws and regulations, relating to alcohol abuse, drug abuse, alcohol prevention, treatment, and rehabilitation. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. No funds are available to fund the information solicited. The Mission Installation Contracting Command (MICC) - Presidio of Monterey (POM) is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources including small businesses and the following small business socio-economic categories: 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVO), and Economically Disadvantaged Women-Owned (EDWO) that are capable of meeting the requirements listed in this SSS. It is the Government's intention to solicit the requirement under full and open competitive procedures. The Government will use this information to determine the best future acquisition strategy for this procurement. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable. The North American Industry Classification System (NAICS) code for this requirement is 624190, Other Individual and Family Services with an $11.0M employee size standard. In response to this notice, potential offerors shall submit a capability statement consisting of evidence that the requirements, as outlined above can be accomplished successfully by the offeror. Capability packages are not to exceed 15 pages. Advertising or marketing information is NOT appropriate. The responses to this synopsis will be used for a market survey analysis. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this sources sought request. Contractors who believe they can perform the services listed above shall submit a capability statement that describes the firm's capability to provide all services described above in writing to Lyndsey Kauth, 400 Gigling Road, Bldg. 4385, Room 1060, Seaside, CA 93955 or electronically to Lyndsey.j.kauth.civ@mail.mil. Personal visits to discuss this effort will not be scheduled. Responses must be received no later than 7 October 2016. All documentation shall become the property of the Government. This synopsis does not constitute a Request for Quote, nor does it restrict the Government to a particular acquisition approach.
