- Description
- The 166 th Contracting Office, 166 th Air Wing ANG Base, DE intends to award a sole source purchase order to Assa Abloy Entrance Systems, 1900 Airport Rd., Monroe, NC 28110-7396. The items are needed for maintenance of the hangar door in building 2902 at the 166 th Air Wing at the Delaware Air National Guard. The current Megadoor was created and installed by Assa Abloy Entrance Systems and is the only manufacturer and the authorized distributor of these parts. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii). Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements, and FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion to the Government. The closing date for this special notice is 23 September, 2016 at 3:30 P.M. Eastern Standard Time. The anticipated award date is 26 September 2016. The NAICS code is 332321 and has a size standard of 750 EMPLOYEES for this procurement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. •1. Contract Manpower Reporting Application (CMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/. The applicable Department of Defense Activity Address Code (DoDAAC) for this contract is FA6081. The applicable Unit Identification Code (UIC) is F6N3FS. •2. AT Level I Training. Contractor employees with an area of performance within an Army/Air National Guard controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army/Air National Guard installations, facilities and controlled access shall complete AT Level I awareness training. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer's Representative (COR).
