- Past Performance Contacts RFQ Pricing (MANDATORY) SOW revised 9-20-2016. Provide collection and disposal of waste water at seven (7) locations in the San Diego Sector. Wastewater is to be collected at designated sites to include fuel islands, garage sumps, mud trenches and car wash oil water separators/ clarifiers. Additional services may be required within 24-hours' notice in the event of unforeseen weather conditions. This procurement is in accordance with FAR Subpart 13, the request for quotation (RFQ) and the statement of work (SOW). Supplier quotations will be provided in two separate parts submitted directly to kirk.w.hunt@cbp.dhs.gov. Quotation ocuments must be compatible with Microsoft Word or viewable in Adobe Acrobat. Pricing must be submitted using the provided Excel worksheet. Documents must not exceed 5 megabytes in total file size. Submit your quotation directly to kirk.w.hunt@cbp.dhs.gov. The two parts, as separate documents, are: 1) Business Quotation a) Unit Price (inclusive of delivery and all other fees and charges) and b) Delivery schedule (days after award), plus c) In order to be considered for award, all Offerors MUST submit pricing for all locations and all option periods, plus 2) Technical Quotation a) A statement of process and applicable documents the supplier will use to complete the purchase order. This requirement is NOT a small business set-aside. Offers from other than small business WILL be accepted. The basis of award will be best value where price, past performance and quality of the technical quotation are considered. Past performance and quality of the technical quotation combined, are more important than price. b) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. c) No more than three (3) Customer Contacts from similar, recent contracts (per provided form). The prior contracts should be similar in size, scope and complexity to this requirement. Prior contracts should be ongoing or completed within thirty-six (36) months of the date of submission of quotes. The Government intends to evaluate quotations and award without discussions with offerors (except clarifications as described in FAR). Therefore, the offeror's initial quotation should contain the offeror's best price and delivery; fully explain how the offeror intends to meet all the requirements of the SOW; a statement regarding agreement with terms, conditions and provisions; and provide complete contact data for no more than three (3) recent Customers. Failure to provide complete information in accordance with FAR 52.212-1, Instructions to Offerors -- Commercial Items; may cause an offer to be excluded from award. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
