- Request for Information Subject: Testing Capabilities, Chemical Warfare Threats Capability Sought: The Defense Threat Reduction Agency (DTRA), Research and Development, Chemical and Biological Technologies Department is seeking information from respondents who possess the capability to provide a 'Classified' at SECRET Level (see note below) animal testing and resultant data analysis of proposed medical countermeasures against pharmaceutical-based agents. Note: While the capability sought involves ‘Classified' at SECRET Level animal testing, all submitted information shall be UNCLASSIFIED. Do NOT submit any CLASSIFIED information in response to this notice. Respondents shall address all items detailed below: 1. Facilities available to conduct classified animal testing with surety compounds: a. location, number and size of animal rooms b. animal models available i. specify what animal models are available and ii. which routes of exposure are available for each model (aerosol, subcutaneous injection, other) c. toxicological/pharmacological laboratory capabilities i. scheduling lead time ii. verified data timeframe d. capacity to conduct aerosol exposure studies i. describe experience ii. method of exposure iii. number of animals that can be exposed/day iv. scheduling lead time v. time after last exposure needed to provide draft summary data with conclusions e. capacity to conduct subcutaneous injection studies i. describe experience ii. number of animals that can be injected/day iii. scheduling lead time iv. time after last exposure needed to provide draft summary data with conclusions 2. Analytical capabilities to analyze and extrapolate resultant data to humans: a. resources for analyzing toxicological/pharmacological data b. modeling capability to extrapolate from animal toxicological/pharmacological data to human equivalent dose levels 3. Additional information requested from respondents: a. details of ability to recruit and maintain personnel with security clearances at SECRET level b. planned milestones that can be reported to government c. examples of similar previous work d. quality management system in place for work with pharmaceutical-based agents e. adherence to US Food and Drug Administration Good Laboratory Practices (FDA GLPs) Respondents shall address the information described above (and any additional information the respondent should deem appropriate) via a Capabilities Statement (five-page limit) in Microsoft Word format and a Microsoft PowerPoint presentation (ten-slide limit). In addition, respondents shall include their name, address, CAGE code, and DUNS; provide the North American Industry Classification System (NAICS) code that is most appropriate for these services and state why it is most appropriate; submit company size standard under the suggested NAICS code. The information shall be submitted via e-mail to ryan.a.verespie.civ@mail.mil. Hard copy submissions will not be accepted. DTRA is accepting questions regarding this notice but will not be providing responses. The questions will be used to develop more information and receive input from industry regarding this system. The notice is strictly a request for capability packages. If a formal RFP is issued as result of this notice, Q&A may be allowed at that time.
