Description
This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement to CONSTRUCT a GREENHOUSE in Chesterton, IN, USA in accordance with the Statement of Work, clauses, and provisions. The solicitation number is G16PS00853 and is being issued as a Request For Proposal (RFP). The policies contained in FAR Part 36, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside with the associated NAICS code 236220 Commercial and Institutional Building Construction; small business size standard of $36.50. A copy of this solicitation may be accessed at FedConnect, www.fedconnect.net; use Reference Number G16PS00853. All requirements for preparation, submission, and receipt of proposals contained in the solicitation shall be adhered to. Site Visit Scheduled: Tuesday, September 27, 2016; Time: 10:00am (Location Time); Offerors shall email Ralph Grundel, rgrundel@usgs.gov by Monday, September 26, 2016, 1200 Noon ET, to confirm attendance at the site tour. BASIS FOR AWARD: Best Value, Trade-off - Technical Merit Greater Value than Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers; of which, Factor A is of greater value than Factor B; Factor B is of greater value than Factor C; and Factor C is of greater value than Factor D: Factor (A) Technical Approach: Offerors must provide a narrative, not to exceed (5) pages, describing their capabilities and approach to provide the greenhouse project described in the Statement of Work. Offerors must describe their experience within the last three years with greenhouse project(s) similar to the current project in terms of: (a) Size/type; (b) Requirement to coordinate full or partial shut-down of customer ¿s operations to accommodate the greenhouse project; (c) Level of compliance with Federal, State and Local codes required in project performance; and (d) experience with similar projects requiring compliance with State and Local electrical and fire codes of the installation location; Factor (B) Safety. Offerors must provide documentation describing their safety plan and safety record for the past (3) years; Factor (C) Knowledge, Skills & Abilities: Offerors must provide the employee or subcontractor's resumes for greenhouse manufacturer certifications or other aspects showing assurance of value to the project; Factor (D) Past Performance: Offerors must submit not less than two references for greenhouse project(s) performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es).
