Description

This notice of Government's Intent to Sole Source original posting to Fedbizopps under Invitation for Bid (IFB) VA256-16-B-1479 is replaced by a Request for Proposal (RFP) VA256-16-R-1250; posting date for this requirement to Improve OBVAMC LA Walking Trail remains the same September 12, 2016. Notice of Government's Intent to Sole Source a requirement to DCMS, INC., for Veterans Walking Trail Project This is a Notice of Intent to Award a Sole-Source contract using VA Procurement Procedures of SEC. 502 as amended by Sec 8127 paragraph (b) and FAR Part 13. This requirement is for a Walking Trail for Veterans located in the Shreveport LA area. Please see attached Scope of Work for details of required work. The Government intends to award a Sole Source contract for the Veterans Walking Trail to DCMS, INC. The proposed contract action is for construction services for which the Government intends to solicit one SDVOSB source. Under the authority of Public Law 109-461, Sec. 502., Department of Veterans Affairs Goals for Participation by Small Businesses Owned and Controlled by Veterans in Procurement Contracts. As amended by Sec. 8127., Small business concerns owned and controlled by veterans; contracting goals and preferences, paragraph (b) "Use of Noncompetitive Procedures for Certain Small Contracts - For purposes of meeting the goals under subsection(a), and in accordance with this section, in entering into a contract with a small business concern owned and controlled by veterans for an amount less than the simplified acquisition threshold (as defined in section 4 of the Office of Federal Procurement Policy Act (41 U.S.C. 403)), a contracting officer of the Department may use procedures other than competitive procedures."
