Updated Solicitation Document AMENDED COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS Updated Items Highlighted 1. Class Code: 38 2. NAICS Code: 334515 3. Subject: Liquid Flor TEM Sample Holders 4. Solicitation Number: W911QX -16-T-0339 5. Set-Aside Code: 100% Total Small Business Set Aside 6. Response Date: 22 September 2016 7. Place of Delivery/Performance: U.S. Army Research Laboratory 2800 Powder Mill Road Adelphi, MD 20783 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0339. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90 effective 25 August 2016. (iv) This acquisition is set-aside for small businesses (total). The associated NAICS code is 334515. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN0001: Sample Holder for electrochemistry analysis, quantity (Qty) one (1), each, Sample Holder for variable sample temperature analysis, Qty one (1),each (vi) Description of requirements: The Contractor shall provide a Qty of two (2) sample holders to be used with a new JEM-ARM 200F Transmission Electron Microscope/Scanning Transmission Electron Microscope (TEM/STEM) from JEOL, Inc. The first sample holder will be used to perform electrochemistry analysis in flowing and mixable liquids. The second sample holder will be used to perform variable sample temperature analysis on solid materials such as semiconductors. The holders shall be in accordance with the following salient characteristics: Holder number 1 (electrochemistry liquid flow): 1.Fully compatible with the above described TEM/STEM and guaranteed not to void any warranties provided by JEOL, Inc. or any subcontractors used by JEOL, Inc. 2.Fully compatible with electron energy dispersive spectroscopy (EDS), electron energy loss spectroscopy (EELS) and aberration-corrected STEM. 3.A resolution of three (3) nanometers (nm) or less. 4.Spacer thicknesses variable from fifty (50) nm to five (5) microns. 5.A tilt angle up to 35 degrees for the analytical pole pieces in the above described TEM/STEM. 6.A quantity of three (3) removable and replaceable fluid lines (two (2) entrance and one (1) exit). Demonstrated capability to mix fluids and create reactions in a controlled manner. 7.Have a demonstrated low-background EDS solution. 8.Demonstrated effective solution that allows heating of the liquid to at least 100 degrees Celcius (C) with a temperature accuracy of five (5) degrees C or less. 9.A quantity of at least three (3) electrodes at active sample area. 10.A current range of less than one hundred (100) picoAmps (pA) to greater than five hundred (500) milliAmps (mA). 11.A potentiostat compatible with electrochemical impedance spectroscopy, cyclic voltammetry, chronoamperometry, cyclic polarization, and charge/discharge curves. 12.Training on site (Army Research Laboratory in Adelphi, MD) for at least two (2) days to be implemented after installation of the new TEM is completed. Holder number 2 (variable temperature solid sample): 1.Fully compatible with the above described TEM/STEM and guaranteed not to void any warranties provided by JEOL, Inc. or any subcontractors used by JEOL, Inc. 2.Fully compatible with EDS, EELS, and aberration-corrected STEM. 3.A resolution 0.2 nm or less. 4.An alpha tilt greater than twenty-five (25) degrees. 5.A beta tilt up to ten (10) degrees. 6.A maximum temperature of 1,100 degrees C or higher. 7.A temperature accuracy < ten (10)%. 8.A temperature stability < 0.02 degrees C. 9.A temperature uniformity > ninety-five (95)% over imaging area. 10.A heating and cooling rate up to 1,000 degrees C per millisecond (ms). 11.A voltage of fifty (50) volts (V) or higher. 12.Simultaneous heating and current measurement up to 900 degrees C. 13.A current source and measurement resolution < fifty (50) femtoAmps (fA). 14.A voltage source and measurement resolution < ten (10) microvolts (µV). 15.Training on site (Army Research Laboratory in Adelphi, MD) for at least two (2) days to be implemented after installation of the new TEM is completed. (vii) Delivery is required by 30 November 2016. Delivery shall be made to 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at 2800 Powder Mill Road, Adelphi, MD 20783. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria (Lowest Price Technically Acceptable The Government will award a contract(s) resulting from this solicitation to the responsible offeror(s) whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Government may award the requirement to more than one offeror if it is more beneficial to the Government to do so. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
