Description
(1) Notice of intent to extend services. This action will result in a modification to the current contract, FA2550-11-C-8001, Innovation, Integration, and Information Support (3IS), with USfalcon, Inc., 100 Regency Forest Dr., Ste 150, Cary, North Carolina 27518-8598, for a period up to six months. The period of this extension is contemplated to be from 1 Feb 2017 through 31 Jul 2017. (2) USfalcon, Inc. is considered to be the only responsible offeror for extension of the services, as the Government would experience unacceptable delays in fulfilling the agency's requirements if a new offeror were to be selected in the time remaining before the end of the current 3IS option. (3) In accordance with Federal Acquisition Regulation (FAR) 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. (4) The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract extension, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend these services. Any responses to this notice of contract action shall be submitted to: Kristen Ulma, Contracting Officer, at susan.ulma@us.af.mil and Angie Burnham, Contract Specialist, at angellica.burnham@us.af.mil. (5) The 50th Contracting Squadron, 210 Falcon Parkway Suite 2116, Schriever AFB, CO, plans to award a sole source extension contract to USfalcon, Inc. for continued services currently provided under contract FA2550-11-C-8001, Innovation, Integration, and Information Support (3IS), which was awarded competitively 6 Mar 2009 and which included a 9-month base contract period (1 May 2011 - 31 Jan 2012) and five priced 12-month option periods. The 3IS contract is currently in the last option period, which ends on 31 Jan 2017. The 3IS contract was competed and awarded with the clause 52.217-8, Option to Extend Services. The resultant contract modification will be award under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's Needs. The 3IS contract is not being competed as a single follow-on contract; instead, current 3IS contract requirements will be performed under multiple new or existing contracts aligned with mission requirements. (6) Services provided under the 3IS contract, some or all of which may be included in an extension of the contract, include developing new techniques and procedures to apply space-based capabilities to military training, exercises, plans, and operations in support of Department of Defense (DoD) front-line warfighters. The majority of this effort is comprised of highly specialized, operational test and evaluation (OT&E); modeling and simulation (M&S); and nation intelligence capability. These efforts require the advanced technical skills and capabilities to support operational tests, operational vulnerability assessments, policy review, risk determination, and mitigation strategies.

Address: Place of Contract Performance. The primary work place for the effort will be at Schriever AFB, Colorado and geographically separate units at the following locations: Patrick AFB, FL; Vandenberg AFB, CA; Cheyenne Mountain AFS, CO; Colorado Springs, CO; Peterson AFB, CO; Huntsville, AL; Aurora, CO; and Boulder, CO. Travel may be required inside the Continental United States (CONUS) and outside the Continental United States (OCONUS) on a temporary basis to accomplish the mission., United States
