Description
The Department of Justice (DoJ), Office of the Inspector General (OIG), Washington D.C. intends to issue a sole source purchase order in accordance with FAR 6.302-1. The purchase order will be issued to Tactical and Survival Specialties Inc. (TSSI) for a Spike Ballistic Vests and the concealable carriers. Description of the product to be ordered: The DoJ OIG Investigations Branch requires protective gear for all criminal investigators, which protect the investigators from being stabbed with a weapon. These particular devices are designed fit perfectly into the concealable carrier that the investigators already have as part of their ballistic vest kit. The concealable carrier is custom cut to the investigators' body sizes and have been ordered pursuant to an existing FBI contract which the OIG bought into. TSSI is the vendor on this FBI contract and has supplied the products in which these vests will specifically fit. Unless another vendor has the concealable carriers and spike vests which perfectly match those which TSSI has provided, on other product or vendor is acceptable for this requirement. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' This purchase order is therefore issued as a sole source to TSSI to ensure that the OIG does not waste the vests and carriers we have already ordered through an existing contract, and especially to ensure that the new products ordered may fit with the equipment we have. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can provide a spike resistant vests that fit into the existing ballistic vests and carriers which have already been issued to OIG investigators, it may give notification via e-mail to Christie Deskiewicz, Contracting Officer, at christie.m.deskiewicz@usdoj.gov no later than September 23rd, 2016, 1:00 p.m., ET. The Government will review all responses without prejudice, whether or not the Government initially determines that another firm is fully-qualified to fulfill the requirements.
