- Description
- The U.S. Army Contracting Command Aberdeen Proving Ground-Belvoir Division, on behalf of Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S) intends to negotiate with BAE Systems, 6500 Tracor Lane, Austin, Texas 78725 on a sole source basis for the demilitarization of Government property that is in BAE's possession through Contract W909MY-04-C-0037. The resulting action will be a Firm Fixed Price (FFP) purchase order to BAE Systems. It has been determined the BAE Systems is the only responsible source and no other supplies or services will satisfy agency requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only one Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. BAE has in its possession energetic material that must be demilitarized. Due to these circumstances only one source is reasonably available. The Government does not have in its possession the material and cannot purchase demilitarized services from a source, other than this contractor, since the material is this sole contractor's possession. Therefore, a competitive acquisition cannot be accomplished. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within three (3) days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft word compatible format. All responses and requests shall be submitted via email to the Contract Specialist, Brett Allen, at brett.p.allen3.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
