- Naval Facilities Engineering Command Atlantic (NAVFAC LANT) intends to issue a request for proposal for a Design-Bid-Build, Firm Fixed Price contract for construction of Munitions Storage Modules, Aviano Air Base, Aviano, Italy. This will be a full and open competitive procurement. The scope of work consists of the following: The project consists of the construction of three earth-covered Munitions Storage Modules (MSM) for ready-service aircraft for USAFE/NATO in Zulu Loop at Aviano Air Base in Aviano, Italy. The buildings are located side-by-side with a shared headwall retaining a shared earth cover. The headwall supports large rolling doors allowing entry into each MSM. The door remains open while any personnel are inside the MSM, and is not closed until all personnel have exited the building. Each MSM contains a single door. The Navy Modular Storage Magazine has been used for guidance. These buildings will be sited on an area of existing asphalt pavement used as an aboveground munitions storage area. The storage of munitions within the new MSM facilities will increase the maximum quantity of munitions allowed to be stored at this location in the vicinity of Protected Aircraft Shelters (PAS). Site improvements will include, but not be limited to, demolition of existing pavement, clearing and grubbing, site grading, utility services, storm water management, security fencing for a construction free zone, temporary asphalt access road, new asphalt access road, trailer parking area, berm installation, permanent seeding and erosion and sediment control. The project site is located on Aviano Air Base, Aviano, Italy. The period of performance is approximately 547 days after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The magnitude of construction is between $1,000,000 and $5,000,000. This contract will require a Performance Guarantee pursuant to NFAS 5252.228-9306, in the amount of 8% of the contract price. In lieu of a performance guarantee, Offerors may submit a Performance Bond in the amount of 10% of the contract price in accordance with NFAS 5252.228-9306. The Request for Proposals (RFP) will be available for viewing and downloading on or about 5 October 2016. The proposal due date will be on or about 21 November 2016, 2:00 p.m. EST North America. The solicitation will be formatted as an RFP in accordance with the requirements designated by Federal Acquisition Regulation (FAR) 15.203 for a negotiated procurement utilizing procedures of FAR 36.2. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The technical evaluation factors are anticipated to be as follows: Corporate Experience, Safety, and Past Performance. *A site visit to Air Base, Aviano, Italy will be available for this procurement. It is recommended that interested parties make prearrangements for travel, base access and any other necessary requirements for overseas travel (if applicable), as the solicitation will be limited to 45 days. The Government intends on issuing the RFP Solicitation through the internet at www.fbo.gov. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder s list off the Internet, if necessary. The official plan holder s list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offeror s responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov. Reference is made to FAR Clause 52.204 99 (DEV), System for Award Management Registration (August 2012) (DEVIATION). You are encouraged to register as soon as possible.
