(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, C.W. Bill Young VA Healthcare System, Contracting Office, Bay Pines, Florida has a need to purchase a Techniplast Ventilated Cage System, brand name or equal. (ii) The combined synopsis solicitation number is VA248-16-Q17801 is issued as a Request for Quotation (RFQ). (iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-89 (08-15-2016). (iv) The combined synopsis solicitation is 100% Set-Aside for Veteran Owned Small Business (SDVOSB). The NAICS is 33399. Business size standard is 1000 Employees. Note, Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) must be listed and registered in Vetbiz.gov to be considered for Award. Any "or equal" response shall identify manufacturer and include parts list, along with details on how such item(s) match or exceed the salient characteristics. The system must include 4 rack systems for 80 mouse cages each, 1 rack system for 60 mouse cages each, 3 rack systems for 35 rat cages each, 4 air handling units, and 3 cage changing stations plus all cages, bottles, and accessories for these rack systems. The racks must have the capacity for upgrades that include occupancy and location of the cages on the rack, leak detection, air handler malfunctions, and alert notifications.
