- This is a "SOURCES SOUGHT NOTICE" only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as informational only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The United States Patent and Trademark Office (USPTO), Office of Policy and International Affairs, Office of the Chief Economist (OCE), has a requirement for economic research. The OCE requires access to business, financial, economic, and marketing data through a self-managed service with centralized access, a high volume of cross-disciplinary data, flexibility of delivery including computing cloud access, and orientation toward academic research. In an effort to obtain access to this information, OCE is seeking to procure a subscription to Walls & Associates National Establishment Time-Series (NETS) database or an equivalent database. The following is a general description of those salient physical, functional, or performance characteristics of Walls & Associates National Establishment Time-Series Database that an "equal" item must meet to be acceptable. -Provide a longitudinal database on business establishments starting in 1990 and extending through 2014 that documents establishment type (e.g. branch office, stand alone, headquarters) and provides the time changing ownership structure linking establishments to their headquarters. - Data elements should include: establishment DUNS number, name, street address, city, state, FIPS, count of related establishments, years active, industry classification, employment, estimated annual sales, D&B credit ratings and PayDex Scores, female and minority ownership codes, and relocation information - Grant access to business, financial, economic, and marketing data through a self-managed service with centralized access -Ability to compile and deliver a high volume of cross-disciplinary data, flexibility of delivery including computing cloud access, CSV files, and orientation toward academic research - Ability to convert Dun and Bradstreet (D&B) archival establishment data into a time-series database that comprises up to 54 million establishments between the years 1990 and 2014 The intent of this Sources Sought Notice is to identify potential Small Business (SB) and Large Business (LB) concerns that are capable of providing Walls & Associates National Establishment Time-Series Database or an equivalent database subscription. The anticipated base period of this subscription is 30 September 2016 through 29 September 2018. Additionally, one (1) subsequent 24-month subscription will be acquired spanning from 30 September 2018 through 29 September 2021. Responses to this Sources Sought Notice should be able to demonstrate their firm's ability, capability, and responsibility to deliver Walls & Associates National Establishment Time-Series Database or an equivalent database subscription. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, etc.), point of contact information (e-mail address and telephone number) and product offered with detailed description. All offerors must be registered in the System for Award Management ( www.sam.gov ), and Representations and Certifications must be completed prior to any future offer. Any offeror capable of providing Walls & Associates National Establishment Time-Series Database or an equivalent database subscription shall notify the Contracting Specialist by email prior to 26 September 2016 @ 2:00 P.M. EST. The NAICS Code is 541720, Research and Development in Social Sciences and Humanities, with a size standard of $20.5M.
