- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single indefinite-delivery, indefinite-quantity contract for supply chain management services and materials using the policies and procedures of FAR Part 12, Acquisition of Commercial Items, FAR Part 15, Contracting by Negotiation, FAR Subpart 16.5, Indefinite-Delivery Contracts, and FAR Subpart 19.5, Set-Asides for Small Businesses. A Request for Information (RFI)/Sources Sought Notice (number N0018916TNAVF) associated with this solicitation was posted on 29 January 2016 to identify interested sources and to obtain feedback on the draft Performance Work Statement. As a result of information obtained from responses to the RFI/Sources Sought Notice, this requirement will be solicited using a 100% small business set-aside. The activity s small business office concurs with this determination. The NAICS code applicable to this procurement is 561210, Facilities Support Services. The size standard is $38.5 million. The Product Service Code is R706, Logistics Support Services. The place of performance is Naval Station Great Lakes, Illinois. This requirement is to acquire third party logistics (3PL) support services required by Naval Facilities Engineering Command Mid-Atlantic Public Works Department Great Lakes. The Government requires a contractor to operate a contractor-operated parts store and furnish all supplies, parts, equipment, and material needed by the Government to accomplish the following: oRepair of automobiles, medium and heavy trucks, tractors, trailers, and buses oRepair of material handling equipment oRepair of industrial equipment oEquipment maintenance and repair of non-real property oFacility maintenance and repair of real property oConstruction The materials to be provided are within the following general commodity groups: oElectrical oPlumbing oHeating, ventilation, air conditioning, and refrigeration oBuilding supplies oMaterial handling equipment The performance period for this acquisition is anticipated to be a one-year base period beginning on 01 November 2016, with four one-year options. The contract will contain the option to extend services up to an additional six months in accordance with FAR clause 52.217-8, Option for Additional Services. The total anticipated contract period of performance is five years. The solicitation is expected to be available around 21 September 2016. A site visit is expected to be held on 12 October 2016 prior to the receipt of proposals to allow all interested offerors the opportunity to view and inspect the facilities located onboard Naval Station Great Lakes. Information about the site visit will be contained in the solicitation. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a proposal. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
