- The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of Louisville VA Medical Center, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed priced Full Service Contract for NaviCare Nurse Call (NNC) Software Maintenance Agreement. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541511. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals or quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: 1.Organization name, address, point of contact, email address, Web site address, and telephone number. 2.Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, veteran-owned, large business, etc. 3.Business type under North American Industry Classification System (NAICS) 541511, which contains a size standard of $27.5 Million, CAGE Code and DUNS Number. 4.Under which NAICS code does your company usually provide the requirements described in this notice. Please provide rationale for your answer is different from NAICS 541511. 5.Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to: 1.Provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 2.Implement a successful plan that includes: compliance with program schedules; cost containment; meeting and tracking performance. 3.Provide services under a firm-fixed price contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 8:00am EST, September 26, 2016. All responses under this Sources Sought Notice must be emailed to LaShanda.Harrington@va.gov, Subject Line Title: NaviCare Nurse Call Software Maintenance Agreement SAM: Interested parties shall be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. The SAM can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606-8220. Scope of Work: Work shall be performed at the Louisville VAMC located at 800 Zorn Avenue, Louisville, KY 40206. Contractor shall provide a NaviCare Nurse Call Software Maintenance Agreement. Services shall meet the following: 1.The software maintenance agreement (SMA) requires that remote access through VA networked systems architecture. The enterprise server and its hardware are behind the protected medical device isolation architecture (MDIA), and are therefore protected by a VLAN and ACL's. The contractor must maintain the ability to remotely access this system by staying up to date with VA standards on training and remote access guidelines, and business practices. 2.SMA offers support services for supported versions of the NNC licensed software. Support services include updates in the form of minor releases and patches, major releases, and remote technical support 3.Updates will be provided as they are made generally available. Remote and telephone support will be provided during upgrades for implementation. 4.SMA offers technical telephone support on issues relating to the NNC System. Tech support Normal hours of operation are Monday through Friday 8:00 am to 6:00 pm (EST); however there is an on call rotation 24X7 for remote support.
