Description
The Marine Corps Tactical Systems Support Activity (MCTSSA), Marine Corps Base, Camp Pendleton, CA is issuing this sources sought synopsis as a means of conducting market research to identify qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources having an interest in supporting this requirement. Industry responses to this notice may determine the Government's acquisition strategy. The requirement is to provide Emergency Medical Technician (EMT) support for the Amphibious Vehicle Test Branch (AVTB) located at the basin in Del Mar area of Camp Pendleton, California. AVTB is a test facility of the Marine Corps and supports the development and acquisition of amphibious and combat vehicles year-round. AVTB provides decision makers timely and accurate information regarding the effectiveness and suitability of the vehicle platforms under test. Per base regulations, a Corpsman or Emergency Medical Technician (EMT) is required at each occupied training area on Camp Pendleton. To ensure test vehicle operations are executed in a safe environment, there is a requirement to have EMTs on site during all waterborne, land based, and live fire gunnery operations. The vendor would provide up to two EMTs with a 24 hour notice and an additional three EMTs with a 96 hour notice. The EMTs, equipped with basic EMT trauma kits, would provide emergency medical support for the purposes of treatment, stabilization, and preparation to transport injured individuals (excludes providing transportation and medical assistance in an ambulance). Projected EMT Support Per Year Waterborne Testing Del Mar - EMT Personnel QTY 1 - Test Duration of 1 Day - 150 days per year per individual - 8 Hours per day Land Based Range - EMT Personnel QTY 3 - Test Duration of 1 Day - 150 days per year per individual - 8 Hours per day Live Fire Gunnery Range - EMT Personnel QTY 1 - Test Duration of 1 Day - 40 days per year per individual - 8 Hours per day Hours of operation will be based on an eight hour day, regardless of start time. Standard hours are 0800-1700 (90 percent of the time). Nonstandard hours occur from 1700-2359 (10 percent of the time). EMT Education and Experience Required: Education/License: Possess certification as an EMT by the National Registry of Emergency Medical Technicians and state EMT certification. Experience: Minimum twelve months experience in the past 24 months and shall maintain certification throughout the performance period. Certification Required: • Adult/Pediatric Basic Cardiac Life Support (BCLS), Advance Cardiac Life Support (ACLS), and a current unrestricted state license. • Nationally certified EMS professionals must renew their certification every two years. National Emergency Medical Services (EMS) certification means the EMT has met the standards of the certifying body. Certification is recognized by employers, state licensing agencies, and the public and indicates entry level competency. National EMS certification is not a license to practice medicine. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes no responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capability to perform these contract services, please provide responses to the following: (1) the contractor's specific and unique experience with providing EMT services (2) a reference list of related DOD EMT support contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; (4) the GSA Federal Supply Schedule contract number or other Government contract citing the applicable labor mixes that are authorized under the referenced contract; and (5) a statement as to the capability of providing employees with the required security clearances.
