Description
Description of items requested. 1. Under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items, the National Institute of Environmental Health Sciences (NIEHS) is soliciting quotes to competitively award a firm, fixed price Purchase Order for a Tissue Homogenizers. 2. The proposed acquisition is unrestricted with a North American Industry Classification System (NAICS) Code is 424210. 3. This requirement is to procure a tissue homogenizer to prepare samples for diagnostic and research purposes. The tissue homogenizer shall, at a minimum: the Tissue Homogenizer system shall provide low to medium-throughput processing for simultaneous, rapid, and effective disruption of up to 12 biological samples, including animal and plant tissues, bacteria, and yeast; shall work with many tissues and cells while also reducing time spent homogenizing and more efficiently gives higher DNA/RNA/protein yields; system shall be fast (disruption of up to 12 samples in as little as 40 seconds-5 minute; shall contain a Cross-contamination-free (closed system prevents tube-to-tube carryover); shall be reproducible (highly standardized disruption method); shall be flexible (compatible with different sample types and disruption buffers); shall be protective (coolable adapter prevents degradation of biomolecules during sample disruption); system should operate quietly and work well with hard tissues. This equipment is critical to the ongoing scientific research here at NIEHS and is needed for on-going research projects. 4. All responsible sources capable of meeting NIEHS' requirement, as stated within the Request for Quotes (RFQ) may submit a quote, which, if received by the response date of this announcement, shall be considered. 5. The Government will award a Purchase Order resulting from this solicitation to the responsible responder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following shall be used to evaluate quotes: Evaluation Factors a. Technical acceptability. The item in this solicitation is identified and the purchase description reflects the minimum requirements that will satisfy the Government's needs. The minimum salient physical, functional, or performance characteristics that products must meet are specified in the solicitation. b. Speed and Quality of samples c. Effective disruption of multiple biological samples d. Capable of providing low to medium-throughput processing for simultaneous e. Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106. Through these techniques the Government will determine whether prices are reasonable and complete. 6. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database in accordance with FAR 4.11. 7. Submission of Quotes: Quotes shall be forwarded to Ms. Teresa McCall via email to: teresa.mccall@nih.gov by September 23, 2016, 12:00 PM EDT. Facsimile or hard copies of submissions will not be accepted. 8. Any questions regarding this Solicitation should be directed via e-mail to Ms. Teresa McCall at teresa.mccall@nih.gov. The deadline for the submittal of all questions is 12:30 p.m. on September 22, 2016.
