- Hyper Spectral-Multi Spectral Technology Advancement Industry Day Project Manager Soldier Weapons (PM SW) will host a Hyper Spectral/Multi Spectral Technology Advancement Industry Day from October 24 to 25, 2016 at Picatinny Arsenal, New Jersey in the interest of further developing the Hyper Spectral/Multi Spectral technology and promoting its past investments towards a production level system. This notice is for planning purposes only and constitutes a request to exchange information pursuant to Federal Acquisition Regulation (FAR) 15.201. The Industry Day will encourage the exchange of information between the Government and industry to gauge the knowledge and practicality of real-time Hyper Spectral/Multi Spectral imaging technology capabilities. The Government intends to use this forum to better refine future requirements, not to elicit trade secrets. This announcement shall not be construed as a Request for Proposal (RFP) or commitment by the Government. The Government does not intend to award a contract on the basis of this event. Offerors are directed to NOT submit proposals at this time. NO TELEPHONE INQUIRES WILL BE ACCEPTED. The information collected from this Industry Day may be used to support any follow on acquisitions. All information submitted in response to this Industry Day is voluntary; the U.S. Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. All data received in response to this Industry Day that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be synopsized on FBO.gov. Respondents will not be notified of the results of this Industry Day. A lack of response or attendance to the Industry Day does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. NOTE: The Government will not be responsible for any expense incurred by a vendor's decision to participate in the Industry Day. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY FORMAT The Industry Day will start at 8:30 am Eastern Standard Time (EST) on October 24, 2016, with check-in beginning at 8:00 am. An information briefing for all interested vendors is scheduled the morning of October 24, 2016. Following the briefing, one-on-one 30 minutes private sessions between individual vendors and the Government will be scheduled for vendors who had requested them. Vendors may ask any questions or provide any comments as a flow of knowledge and ideas is strongly encouraged. Participants will receive their scheduled time slots with their welcome packet the week of October 10, 2016. All vendor information will be treated confidentially. Vendors will not be permitted to give sales pitches or giveaways. Use of cameras, tape recorders, or other recording devices will not be allowed any time during the Industry Day. Vendor hardware is permitted only for demonstration purposes. Hyper Spectral-Multi Spectral Technology Advancement The US Government has invested in the development of real-time Hyper Spectral/Multi Spectral imaging technology and algorithms to support automated target acquisition of weapons, personnel, and vehicles. Real-time Hyper Spectral/Multi Spectral technology provides a robust capability for the area of target acquisition by utilizing the target's unique spectral signature to detect and track them on screen, providing users a visual cue for targets of interest which would normally be difficult to see with the naked eye. The U.S. Government is looking to industry with experience in areas of camera/optical development, packaging, and manufacturing for military applications to include camera systems as well as their subcomponents; sensors, lenses, filters, zoom mechanisms, etc. Interested companies are invited to come to Picatinny Arsenal, NJ to learn more about this technology, ask questions, network, and provide insight to advance the current state of the technology in performance (detection, algorithms, range, zoom capability), cost minimization, ruggedization, and manufacturability. QUESTIONS TO INDUSTRY (please be prepared to discuss during the 1-on-1 sessions) Describe your manufacturing and technological capabilities that further develop and advance existing technology and/or developments to an end product. What capabilities do you have for enhancing complex optical and optomechanical designs for military environments? Describe your experiences ruggedizing/militarizing complex optical systems. Describe your level of production with highly complex optical systems. Elaborate on your experience manufacturing with tight tolerances, high precision, and optical filters with specific bandwidths. What are your experiences and capabilities of producing and handling highly specialized optical filters? What experience do you have in multi-aperture camera systems? Are you able to expand your production line? Describe your expansion capabilities. What is your experience with handling and storing classified data and hardware? How long would it take to establish a production line and reach your full rate production? QUESTIONS FROM INDUSTRY Questions asked by industry, with corresponding answers from the Government, during this two-day event will be posted on FBO.gov for all parties to read after the event is concluded. NOTE: Questions will be posted anonymously, and all sources will remain unknown. REMINDER: Questions during the event will be restricted solely to the Hyper Spectral-Multi Spectral Technology Advancement; questions on funding availability, prospective RFP timelines, or other contractual questions will not be answered. REGISTRATION INSTRUCTIONS Requirements for All Attendees No more than three representatives may attend from each company. This restriction will be strictly enforced. All registrants must provide a Government form of photo identification at check-in. Interested participants shall register no later than October 6, 2016. To register, vendors shall email Marlene Sanchez at marlene.a.sanchez2.civ@mail.mil and copy Corey Woodson at corey.w.woodson.civ@mail.mil with the completed Vendor Questionnaire listed below as well as the name and title of each company representative attending (up to three representatives allowed per company), and one point of contact for all attendees. Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. A TECHNICAL DATA PACKAGE (TDP) WILL NOT BE PROVIDED IN SUPPORT OF THIS ANNOUNCEMENT. All information is to be submitted at no cost or obligation to the United States Government. The information collected from this Sources Sought notice may be used to support any follow on acquisitions. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided. Respondents will not be notified of the results of this Sources Sought notice. Foreign National Attendees Must be a U.S. citizen to attend this Industry Day. VISITOR VEHICLE REGISTRATION No later than 9:00 am EST on October 20, 2016, vendors should email Marlene Sanchez (marlene.a.sanchez2.civ@mail.mil) the following information: vehicle make, model, and license plate number for registration at the Picatinny Arsenal Visitor Control Center. If a rental vehicle will be used to access the base, please note this instead. ADDITIONAL INFORMATION Any request to substitute personnel must be received no later than 48 hours in advance of the scheduled Industry Day and is subject to Government approval. In the event of inclement weather, please check the Picatinny website at www.pica.army.mil for the status of delayed opening or closure. ON THE DAYS OF THE EVENT All visitors are required to check in at ARDEC's Homeland Defense Technology Center. Directions will be provided in the welcome packet for all registrants. Visitors will need to show a photo identification, after which temporary badges will be provided Temporary badges must be displayed at all times while on the installation.
