Department of Veterans Affairs Date: September 21, 2016 From: Gulf Coast Veterans Health Care System RFI Notice: VA256-16-N-1540 Notice Type: Notice of intent to sole source The Department of Veterans Affairs (VA), Gulf Coast Veterans Health Care System (Biloxi, MS) has a requirement/need for External Clinical Consultant Services at the Pensacola Vet Center. This requirement was previously awarded to a local vendor in Mobile, AL. The Government intends to issue a firm-fixed-price contract, on a sole source basis to Dr. Joseph Law. General: The contractor shall provide one (1) Psychologist to perform External Clinical Consultant services at the Pensacola Vet Center, 4504 Twin Oaks Drive, Pensacola, Florida. Services shall be provided in two (2) hour sessions twice a month to be coordinated and scheduled by both parties. The Psychologist should be an experienced provider able to evaluate veteran cases with acute stress syndrome, Post-Traumatic Stress Disorder (PTSD), and other mental disorders. The Team Leader, or designee, will coordinate the work assignments for these services. The Psychologist shall be required to work cooperatively with other Vet Center professionals to deliver comprehensive health care consultation services to the Pensacola Vet Center. Primary Duties and Responsibilities: Shall Perform External Clinical Consultation. Shall be familiar with the DSM-IV-TR/DSM-5 and must have experience in conducting psychodiagnostic interviews. Shall be clinically competent in making diagnostic evaluations from interview data, military and civilian medical records, and collateral information, and must be able to link objective data, historical data, clinical observations, and diagnostic criteria into a coherent picture of the claimant for rating purposes. Psychologist shall be efficient in providing oversight to other Vet Center professionals, including meeting the needs of expanding the knowledge of clinical staff while providing consultation services. Specialized experience in identifying and evaluating Post-Traumatic Stress Disorder is necessary.The Psychologist shall also be required to complete any training and/or certification that is required of any other VA employee in regards to HIPPA training, Cyber Security, and Privacy training. This could include satellite programs, videos and/or web based training. Information on any training and/or certification will be provided to the Psychologist as it is required. Miscellaneous Duties and Responsibilities: Individual will follow and meet all medical center policies, rules and regulations. Maintains patient confidentiality and security of operations. Work Environment: Pensacola Vet Center facility has one building, which will be the consultation site. The work is primarily performed in a staff conference room setting. The contractor shall observe normal safety precautions while working in an office environment, which is well lighted, clean and does not present hazards to personal safety. The contractor may also be exposed to medical/psychiatric emergencies. This notice of intent is not a request for competitive quotes; however, interested parties may submit a capability statement that includes technical specifications of services, demonstrating ability to provide services described herein. Responses under this notice must be emailed by Friday, September 21 at 5:00 PM CST. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this and future requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any cost incurred by interesting parties in responding to this notice. The Government is not obligated and will not pay for any information received from potential sources as a result of this synopsis.
