Description

PRE-SOLICITATION NOTICE - Project No. 556-14-011: Renovate Community Living Center Bldg 134 at the Captain James A. Lovell Federal Health Care Center (FHCC). This construction project is set-aside for Service-Disabled-Veteran-Owned-Small-Business (SDVOSBs). The Captain James A. Lovell Federal Health Care Center (FHCC) has funding available to award a contract for construction services related to the execution of renovations to Building 134 known as the Renovation of the Community Living Center Bldg 134. All services related to the Statement of Work (SOW) shall meet local, state, federal, DOD/DON, VA, VISN, ADA, NFPA, Life safety codes and directives. This work shall consist of but not be limited to the renovation on the 2nd and 3rd floors of Building 134. The Renovation work shall consist of demolition and or replacement of the electrical, mechanical, and architectural walls, ceilings, flooring and other finishes. The new work will consist of new walls, ceilings, flooring, as well as wall floor finishes. New MEP systems shall also be included under this contract. These will include but not be limited to Electrical panels, Voice & Data cabling and other necessary components of a complete system. Mechanical system shall include but not be limited to new Fan coil units in each room as required as well as new exhaust system that service various areas of the building. Additionally a piped O2 system with exterior storage tank shall be required as well. Areas of the building will remain occupied during all phases of construction. All work shall be as per drawings and specifications associated with the subject project. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The solicitation will be issued on/about October 6, 2016. The Offeror is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation. There will be pre-construction conference held for this project and all prospective Offerors are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The project magnitude range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $36.5 million applies. In accordance with VAAR 819.7003 (b), SDVOSB firms must be verified in the VIP database (www.vip.vetbiz.gov) or hold a "Re-verification" symbol listed next to the firm's name (this symbol indicates that the firm is undergoing the re-verification process at CVE), prior to award of contract. If you are not registered with System for Award Management (SAM) you may register online at https://www.sam.gov/. This solicitation will be a Request for Proposal using the tradeoff process described in FAR 15.101-1.
