FLIGHT HELIUM PRESSURE REGULATOR SOURCES SOUGHT REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT: THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY! REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by National Aeronautics and Space Administration (NASA)/Kennedy Space Center (KSC) to identify potential sources for a flight helium pressure regulator procurement that will require the following approximate hardware quantities of items as deliverables under the basic contract : Table A – First Article Test Unit Item # First article Description Quantity Delivery Date 1 Series Redundant, High Pressure Regulator with ¼” tube interfaces (test articles-if required for qual or delta qual) 1 * Contract Award + 300 days 2 Serious Redundant, High Pressure Regulator Flight Mounting Bracket and Hardware (test articles-if required for qual or delta qual) 1* Contract Award + 300 days *assumed minimum quantity of 1 Table B – Operational Flight Certified Article Item # Description Quantity Delivery Date 1 Series Redundant, High Pressure Regulator w/ ¼” tube interfaces (flight certified articles) 2 Contract award + 360 days 2 Series Redundant, High Pressure Regulator Flight Mounting Brackets and Hardware 2 Contract award + 390 days Table C - Special Test Hardware Item # Description Reference Quantity Delivery Date 1 Special test adapter HW and fixtures for testing SOW (not attached for the sources sought) As Required Mechanical and fluid interface adapter equipment built under this contract for specialty test and NDE. List to be submitted at Design Review. Includes any hardware built specifically under this contract delivered at receipt of last hardware item. Table D - Options Item # Description Quantity Delivery Date 1 Series Redundant, High Pressure Regulators with ¼” tube interfaces (flight certified articles) (Hydrazine Compatible) 2 Option execution + 390 days 2 Series Redundant, High Pressure Regulator Flight Mounting Brackets and Hardware 2 Option execution + 390 days This information will also determine if this effort can be Competitive or a Small Business Set-Aside. The North American Industry Classification System (NAICS) code proposed for this effort is 336415, Guided Missile and Space Vehicle Propulsion Unit and Propulsion Unit Parts Manufacturing, with a small business size standard of 1,250 employees. The National Aeronautics and Space Administration (NASA)Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for FLIGHT HELIUM PRESSURE REGULATOR. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. If your organization has the capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership (large or small business) for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The government will use this information in determining its small business set-aside decision. Submission Instructions: Interested parties who consider themselves qualified to perform the below-listed services (see Appendix 1 for requirement details) are invited to submit a response to this Sources Sought Notice by 010:00 AM Eastern Standard Time on Wednesday, October 5, 2016. Please reference NNK16ZMS009L in any response. All responses under this Sources Sought Notice must be emailed to Stephanie Gvozd at stephanie.n.gvozd@nasa.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The decision to solicit for a contract shall be solely within the government’s discretion.
