Description

List of required items. 1. Under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items, the National Institute of Environmental Health Sciences (NIEHS) is soliciting quotes to competitively award a firm, fixed price Purchase Order for Stem Cell Technologies "Brand Name or Equal". 2. The proposed acquisition is unrestricted with a North American Industry Classification System (NAICS) Code is 424210. 3. Brand Name or Equal - This requirement is to procure a brand name or equal Media for the growth and maintenance of human pluripotent stem cells and iPS cells, Stem Cell Technologies "Brand Name or Equal". NIEHS is in the middle of characterizing a large human fibroblast and iPSC (induced pluripotent stem cell) study where consistency in reagent products are of extreme importance for obtaining reliable data. The media at a minimum shall: have consistent quality and reagents must be able to maintain pluripotency of human ES and iPS cells as identified by pluripotency-associated gene expression, growth rate, cell viability, and cellular morphology. All items requested include: Furnish and deliver, as required by the National Institute of Environmental Health Sciences, at the following fixed prices(s): See Attachment I 4. All responsible sources capable of meeting NIEHS' requirement, as stated within the Request for Quotes (RFQ) may submit a quote, which, if received by the response date of this announcement, shall be considered. 5. The Government will award a Purchase Order resulting from this solicitation to the responsible responder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following shall be used to evaluate quotes: Evaluation Factors: a. Technically acceptablitity - The item in this soliciation is identified and the purchase descripitioin reflects the minumum requrements that will satisfy the Government's needs. the minimum salient physical, funtional, or performance characteritics that products must meet are specified in the soliciation. b. Compatibiity of reagents for longterm Embryonic Stem Cell culture c. Consistency Quality d. Price. Price will not be scored or rated. Evaluation of price will be performced using one or more of the price analysis techniques in FAR 13.106. Through these techniques the Government will determine whether prices are reasonable and complete. 6. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database in accordance with FAR 4.11. 7. Submission of Quotes: Quotes shall be forwarded to Ms. Teresa McCall via email to: teresa.mccall@nih.gov by September 22, 2016, 3:30 PM EDT. Facsimile or hard copies of submissions will not be accepted. 8. Any questions regarding this Solicitation should be directed via e-mail to Ms. Teresa McCall at teresa.mccall@nih.gov. The deadline for the submittal of all questions is 4:00 p.m. on September 21, 2016.
