Description
This is a Sources Sought Notice and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically or Underutilized Business Zones (HUBZones), small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The solicitation will be for a construction contract and it will be advertized as an invitation for bid (IFB) in the $5M - $10M range. The purpose of the project is to provide electrical, mechanical, plumbing and interior design improvements to the Chemical Building at the Dalecarlia Water Treatment Plant to increase its reliability and improve its function. Specific work involves the removal and replacement of building electrical, mechanical and plumbing systems, replacement of a freight elevator, and renovation to interior spaces within the building. The Washington Aqueduct (WA) provides potable water to approximately one million people in the District of Columbia and Northern Virginia. For the production of potable water, raw water is diverted from the Potomac River at Great Falls and conveyed to the Dalecarlia and McMillan Water Treatment Plants. The Chemical Building has eight electrical distribution centers and is fed by two 2.4KV feeders from the Dalecarlia Pumping Station. Under normal operating conditions, any one feeder is sufficient to supply power to the building. The electrical distribution centers, air compressors, chillers, and other auxiliary equipment are located in the Chemical Building basement. All these equipment including the freight elevator and distribution centers were installed in the 1960's and are in varying states of deterioration due to chemical laden environment in the basement. The main focus of the project is to replace electrical systems in the Dalecarlia Chemical Building to include feeder cables, switchgears, transformers, distribution panels and their associated wiring. Other features of the project include the replacement of a freight elevator; replacement of air compressors and associated components; improvements/modifications to basement air handling units; installation of backflow prevention devices and some architectural upgrades to include renovation and expansion of bathrooms, lockers and office space. The Dalecarlia Chemical Building is a critical component in the water production mission of the Washington Aqueduct and unscheduled or prolonged outages would adversely affect its mission. Therefore, an experienced contractor with resources and expertise to handle the following project constraints is needed: i. The work has to be carefully sequenced and conducted in phases to ensure minimal impact to water production. ii. The Contractor will have to carefully plan his work, especially outages impacting plant operations, such that any outage is no more than 6 hours in duration. iii. The Contractor shall provide temporary power to vital equipment during outages so that chemical feeds and monitoring is not disrupted. iv. The Contractor shall plan for and execute his work such that, in case of an emergency, impacted equipment could be returned to service within 4 hours. v. The Contractor will be working in limited interior spaces and around equipment that must remain operational during execution of work under this contract. Interested qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), or Qualified Section 8(a) certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrate their specialized experience and technical competence in: (a) The replacement of building electrical systems including switchgears, transformers, distribution panels and conductors. (b) Modifications and replacement of elevator systems. (c) The replacement of air compressors, air drying systems and associated piping. (d) The installation of backflow prevention devices on large water mains. (e) The renovation to interior building spaces and upgrades to architectural features. (f) Experience with USACE contract administration procedures to include the use of QCS, submittal processing, etc. Capability statements should include information and details of work with similar features, to include contract value. In addition please provide a letter from the surety regarding the potential Small Business General Contractor's maximum bonding capability for a single contract action total aggregate bonding capacity. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Responses must include the Offerors' name, POC phone number, SAM information and email address.
