- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a Cost-Plus Fixed Fee (CPFF) delivery order to Bell Helicopter, Textron Inc. for the procurement of Swashplate Assembly Improvement non-recurring engineering in order to increase its fatigue life on both the AH-1Z and the UH-1Y. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that Bell Helicopter is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Bell Helicopter is the designer, developer and sole producer of the Swashplate assembly for the USMC UH-1Y and AH-1Z and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance and operation to fulfill this need in a timely manner. This notice is for information purposes only. For subcontracting opportunities please contact Bell Helicopter, Textron Inc. directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
