- The U.S. Department of Agriculture (USDA), Agricultural Research Services (ARS), Hydrology and Remote Sensing Laboratory (HRSL) requires equipment parts to establish a flux tower as part of the USDA Long Term Agroecosystem Research (LTAR) Network. The flux tower must meet the standards established by the LTAR Network. HRSL intends to issue a firm-fixed price purchase order to the follwoing source: Li-Cor, Inc. located in Lincoln, NE. Li-Cor, Inc. is the only known source with the available component parts for flux towers that are compatible with USDA's LTAR network standards which include open path methane laser measurement systems compatible with other flux towers in the network. Requirement Parts and Description: Item 1 7900-101 Biomet System Package with Four Component Radiation Measurements Includes: (1) 7900-144 Net Radiometer (Kipp & Zonen CNR4). (1) 7900-130 Humidity and Temperature sensor (Vaisala HMP155). (1) 7900-135 Radiation Shield (RM Young 41005-5) for above. (3) 7900-150 Soil Heat Flux sensors (Hukseflux HFP01). (3) 7900-170 Soil Moisture and Temperature probes (Stevens Hydra Probe II). (1) 7900-190 Quantum Sensor (LI-COR LI-190R, 5 meter cable). (1) 7900-160 Rain/Precipitation gauge (Texas Electronics TR-525USW). (1) 7900-120 Data logger (Sutron Xlite 9210) with (1) 7900-124 Modules (10-channel). (1) 7900-125 Pre-configured Biomet Enclosure 36 x 41 cm (LI-COR) Item 2 GILL-WMP Gill WindMaster Pro Sonic Anemometer Omni-directional anemometer with wind speed range of 0-65 m/s and standard output rate of 32Hz. Instrument is calibrated and includes: Carrying case Mount Serial communication cable and analog outputs Item 3 7900-300 Tripod Corrosion resistant aluminum tripod designed for long term field deployment of scientific instruments. Adjustable measurement height from 2-4 meters. Adjustable legs for use on uneven terrain. Designed to withstand severe weather, including wind gusts of up to 160 kph with a full load of instrumentation. Includes: tripod assembly, cross arm and cross arm mounting hardware, guy kit, grounding kit, and instruction manual. Item 4 7900-550 FluxSuite One Year Subscription of Monitoring and Data Management Software for Eddy Covariance (1 Site and 10 User Seats) Item 5 7900-701 7900-701 Communication System (HSPA+ and GSM) for EC with Biomet The 7900-701 Communication System (HSPA + and GSM) is certified for use in the European Union (EU), Canada, India, and the United States (USA). This system is only for HSPA + and GSM data plan carriers. (Please see other Communication Systems for CDMA and EV-DO data plan carriers). This 7900-701 Communication System is configured to operate if you have a LI-COR 7900 Biomet System with your eddy covariance station. If you do not have a LI-COR 7900 Biomet System, see the 7900-700 Communication System. Item 6 9975-033 Cable Windmaster to 7550 Item 7 7900-340 Analyzer Mounting Kit Item 8 7900-342 Crossover Fitting The proposed award is being issued under the authority of FAR 6.302-1 (b)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS code is 423430 with a size standard of 250 Employees THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The purchase will be made under simplified acquisition procedures, other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 41 U.S.C. 253(c) as implemented by FAR 6.302-1. Interested vendors who believe they can provide the aforementioned items are invited to submit substantiating documentation in writing to the identified point of contact within three (3) days after publication of this notice. Oral communications are not acceptable in response to this notice. This notice is for informational purposes only and is not to be construed as a commitment by the Government.
