Description
MOTCO 190-3 JUN 2016-1 Final Industry Day Instructions (This is the same projec as listed at https://www.fbo.gov/spg/USA/COE/DACA05/W91238-15-S-2468/listing.html ) W91238-16-S-0108 This is a SOURCES SOUGHT and DRAFT SOLICITATION NOTICE, using the 100% design documents for Market Research/Acquisition Streamlining ONLY to update the market research and further identify potential offeror including small business concerns) interest and generate industry comment on the solicitation, such as important areas to focus on, identification of key subcontractors and/or technical skillsets, ambiguity within the documents, etc.(specific questions follow) for the Modernization of Pier 2 project at MOTCO, CA. NO AWARD will be made from this draft solicitation. Interested parties are invited to provide feedback to the below ProjNet bidder inquiry system (but see the sources-sought instructions at the end of this notice). All responses will considered for development of the final solicitation for this requirement. Interested parties are required to sign the included agreement that they may not transmit the specifications and drawing to any other interested parties, such as potential offerors, subcontractors, etc. In the event the interested party is an organization or business, a person with authority to obligate the entity is required to sign the acknowledgement and request explicit access in FBO. Please send signed agreements to the POC identified on FBO. Please note: these documents are export controlled, meaning that "vendors must be certified as a U.S. or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). To apply for this certification, Vendors must submit form DD2345." The Government will forward the specifications and drawings to only those interested parties that request the information, in writing, accompanied with the agreement, described above; however, the Government reserves the right to not forward these documents to an interested party, if the Government determines it is not in its best interest. There will be a site visit scheduled prior to the closing of the comment period. Specific site visit information is pending. Draft Solicitation Draft solicitation comments are to be submitted via the Bidder Inquiry in ProjNet at https://www.projnet.org/projnet: 1. To add comments, interested parties will need to be a current registered user or self-register into the system. To self-register go to the aforementioned web page and click on the QUICK ADD link. Select agency as USACE, and enter the Bidder Inquiry Key for this solicitation listed below, your e-mail address, and then click continue. Fill in all required information and click Add User. 2. From this page you may view all bidder inquiries or add an inquiry. 3. Commenters will receive an acknowledgement of their question via e-mail, followed by an answer to their question after it has been processed. 4. The Solicitation Number is: W91238-16-S-0108 The Bidder Inquiry Key is: 6HMFK6-35999A 5. The Bidder Inquiry System will be available for comments shortly after the issuance of the draft solicitation through to comment due date in www.fbo.gov. 6. The Government will not necessarily respond to the comments in Bidder Inquiry; rather, it will consider the feedback into the development of the final solicitation documents. ***Please note: the final RFP may have terms and conditions that vary from those posted in the draft solicitation.*** In accordance with DFARS 236.204(ii), the estimated value of the resulting contract is expected to be between $25M and $100M. The resulting contract type is expected to be a Firm-Fixed Price. The NAICS Code is 237990, the size standard is $36.5 million, and the Federal Supply Code is Z2QA, Repair or Alteration of Real Property. Questions: The Government is interested in public/industry comment with regards to the following items: 1. Please provide comments on all aspects of the draft solicitation, including but not limited to the requirements, the schedules, proposal instructions, and evaluation criteria, specifications, and drawings. 2. Please identify unnecessary or inefficient requirements. 3. Please identify area(s) that are complex, challenging, and/or complicated within the solicitation. 4. Please identify the area(s) you see as the largest cost burden within the solicitation and any recommendations for cost reduction. 5. Please identify areas potentially driving unknown costs. 6. Please identify the skillsets/disciplines/processes you deem as key for the project's success. 7. Please identify any conflicting requirements and/or ambiguities in the solicitation. 8. Please identify any time-sensitive elements that may pose risk to the design and construction scope, schedule, and/or budget of this project. 9. Are you aware of any projects in the region that would significantly compete for resources (such as labor and materials) with this project? Assume a start date of Summer 2017. 10. Please identify any restrictions in the solicitation that may lead to unnecessary burdens on small business concerns and possible mitigation solutions. 11. Please identify and provide rationale for any technical evaluation criteria that would result in the Government selecting the best value contractor in a tradeoff where technical rating is considered significantly more important than price. 12. Please provide comments on the appropriateness of small business subcontracting goals (see section 00 21 16, Preparation of Subcontracting Plan, paragraph (d)) 13. Please provide any other comments you feel the Government should know about this project. The industry comment period is extended to Oct 27, 2016 at 2:00 pm INDUSTRY DAY MOTCO Replace/Upgrade Pier 2 Industry Date Instructions An Industry Day has been scheduled for Oct 13, 2016 at MOTCO, CA. Time and meeting details to follow. Interested parties must submit the posted form, MOTCO 190-R, in compliance with the instruction below, to the Contract Specialist no later than Sept 29, 2016. Only those individuals listed on the form will be allowed to attend, pending a MOTCO security check; the facility will not allow any substitute personnel. No camera will be allowed; however, a USACE cameraman may be available to take photos at the request of interested parties. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, any 8(a) concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for specialty general construction. Under FAR 52.236-1, any other-than-small business concern shall perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 10 pages. 1) Offeror's name, DUNS#, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding on the solicitation when it is issued. 3) Offeror's capability to perform contracts of this magnitude and complexity and comparable work performed within the past 3 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. For Joint Ventures, please include projects completed by the Joint Venture as well. 4) Offeror's socioeconomic type and Business Size (Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a), WOSB, etc.). 5) Offeror's Joint Venture information if applicable - existing and potential. 6) Offeror's Bonding Capability in the form of a letter from Surety. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Please ensure that all information is submitted as one (1) document. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, etc., or all Small Business firms or proceed with full and open competition as Other Than Small Business.
