- The US Department of Labor, Employment and Training Administration, intends to award a sole source contract to Career Systems Development, Inc., 75 Thruway Park Drive # 100, West Henrietta, N.Y. 14586-9795. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirement. Job Corps is a national training program that provides comprehensive academic, residential and career technical and training services to approximately 60,000 disadvantage youth each year at 125 Job Corps centers nationwide. The requirement is for the operation of the New Haven Job Corps Center located at 455 Wintergreen Ave, New Haven, CT 06515 with included Outreach / Admissions (OA), and Career Transition Services (CTS) operations. The anticipated period of performance is a base period of three (3) months, one three (3) month option period, and one additional six month option period. The requirement includes the provision of academic, career technical, career success skills, and career development training and related support services for an estimated 157 students (132 residential and 25 non-residential). The contractor shall operate residential quarters (housing) and services to all students as applicable. This is a sole source notice published for informational purposes only and not a request for proposals. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 3:00pm EST on Tuesday, October 4, 2016, that provides sufficient details for consideration by the Government, via e-mail transmittal to (e-mail address). The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
