It does not constitute a solicitation (Request for Proposal or Request for Quotation) nor a promise to issue a solicitation in the future. The information provided in response to this PSS is for discussion purposes only and any potential strategy that may be developed from these discussions would be the subject of a separate, future announcement. The information received in response to this PSS may be utilized by the Defense Logistics Agency (DLA) in developing an acquisition strategy, and requirements documents (i.e. Statement of Objectives, Performance Work Statement, or Purchase Description). The DLA requires that only non-proprietary information be submitted in response to this PSS. The DLA shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. DESCRIPTION: DLA Aviation at Philadelphia anticipates possible award of contracts to execute comprehensive and holistic support for KC-46 aircraft consumable parts. The contracts will cover approximately 14,400 KC-46 consumable National Stock Numbered items. These items are anticipated to be awarded on at least two separate contracts. These contracts will include both KC-46 Unique Items and Commercial Common Items. The support requirements for both are significantly different and are described below. KC-46 Unique Items: Approximately 200 items are unique to the KC-46 with no existing commercial or military applications. These items are identified on Attachment A. These items will be handled as stock items with unit pricing and abbreviated lead times. For each item, the contractor shall be required to maintain configuration control for these unique items and ensure only the latest government approved configuration is delivered under the contract. Responses must include respondents engineering capabilities to deliver/meet the requirement. The contract ls planned as a Fixed Price action. The contractor will be required to deliver their supplies to Government wholesale and retail supply points within specified timeframes. The duration of this contract is still to be determined, but would likely have a five (5) year base period and one five (5) year option to extend the contract for a total performance period of ten years. Commercial Common Items: Approximately 14,200 items are common to existing commercial aircraft, but have no known military applications. These items are identified on Attachment B. These items will be maintained under Performance Based criteria. The contractor will be required to meet supply chain performance based metrics (Material Availability (MA), Supply Response Time (SRT), etc.) in support of worldwide operations and depot maintenance activities. The contractor will: • Manufacture or procure new material authorized for installation on FAA certified aircraft. • Provide sustaining engineering support. • Maintain configuration control and ensure only the latest government approved part configuration is delivered under the contract. • Enable technology insertion to improve Mean Time Between Failures (MTBF) and minimize diminishing sources challenges. • Provide Supply Chain Management functions to include wholesale and retail requirements determination, requisition processing, asset reporting, packaging, warehousing and transportation. In order to meet fill rate timeframes, offerors will need to own inventory, or have immediate access to other commercially owned inventory. Offerors will need to forecast anticipated demand projections based on their own commercial demand data due to lack of military historical usage data. Production aircraft have not been fielded and changes are still being made to the design / configurations. Offerors must insure the parts delivered are of the latest approved configuration. The contract ls planned as a Fixed Price action. The contractor will be required to deliver their supplies to Government wholesale and retail supply points within specified timeframes. The duration of this contract is still to be determined, but would likely have a five (5) year base period and one five (5) year option to extend the contract for a total performance period of ten years. Off-ramps could be included to allow for possible establishment of organic government supply chain management capabilities. Any entity interested in providing some of the required products but cannot provide the required Performance Based outcome may be afforded an opportunity to partner with the successful offeror, or participate as a subcontractor. Please provide any anticipated teaming arrangements, along with a description of similar support offered to the Government and to commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Entities seeking to become an approved source of supply for any of the items covered by this notice should note that the time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. Sources that are not approved for manufacture of these items must obtain source approval from the Government. Please note that if the evaluation of source approval requirements precludes the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on support needs. Based on responses to this PSS, it is anticipated that, at some future date, solicitations may be issued to pursue opportunities for contract award. A pre-solicitation notice may be published in FedBizOpps prior to the release of any solicitation generated from the information gathered in response to this PSS. Not responding to this PSS will not preclude participation in any future solicitation. SMALL BUSINESS PARTICIPATION: The Government is interested in all businesses to include, Small Businesses, Small Disadvantage Business, 8(a)s, Service-Disabled Veteran-Owned, Small businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice as a prime or subcontractor as applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Please provide responses to the following questions: 1. Indicate whether you are interested in supporting KC-46 Unique Items, Commercial Common Items, or both. 2. Describe past performance based contracting experience providing Supply Chain Management functions to include wholesale and retail requirements determination, requisition processing, asset reporting, packaging, warehousing and transportation. Describe metrics utilized such as Material Availability, Supply Response Time, etc. 3. Provide experience providing sustaining engineering support to include configuration management, technology insertion to improve reliability (e.g. MTBF) and efforts to minimize diminishing sourcing challenges. 4. Discuss experience working with OEMs to obtain parts and engineering support. 5. Discuss experience working with FAA commercial common parts pools and procuring from Production Approval Holders (PAH) or Licensed Parts Manufacture Approval (PMA) suppliers and delivering material with 8130-3 or CoC with specified information. 6. If your firm has performed under a DoD or Commercial performance based or fixed price long-term (3 years or longer) contract, provide best practices, to include lessons learned. For DoD contracts, please provide the DoD agency, contract number and contact information. For commercial contracts, please provide similar contract information if possible. 7. Briefly describe any potential constraint or boundary that you anticipate regarding responsibilities, if you were managing a DoD contract. 8. Describe the length, if any, of any ramp-up period that would be required following contract award. This ramp-up period would be defined as a gap between contract award and full contract performance. It may be required to lay-in material, put IT systems in-place, lease warehouse facilities, hire personnel, obtain an export license, etc. Suppliers must address all eight questions for each category in which they have interest (Commercial Common items and KC46 Unique items) or submissions will be deemed non-responsive. SUBMISSION OF INFORMATION: Responses to this PSS must be readable by Microsoft Office or Adobe software. Responses to this PSS shall be unclassified and should not exceed 20 pages in length (counting title pages, Table of Contents and Acronym lists; but not including Part Number or Contract Listings). Prior to the response date, if necessary, potential respondents may request clarifications by email. Significant ETCC responses to a potential respondent's request for clarification will be posted to FedBizOpps under this Sources Sought. ETCC may provide feedback to respondents regarding their response to this PSS. All interested parties are invited to submit a response to this PSS on or before 22 October 2016, 4:00 PM, Eastern Daylight Time (EDT).
